- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation is issued as a Request for Proposal (RFP). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-18 Contract Line Items (CLINS) are as follows: 0001 Embraer 145 Pilot Initial 0001AA Embraer 145- Pilot Initial Training 6 Each 0001AB Lodging & Ground Transportation 156 Each 0001AC Translation Services - Ground School 76 Hours 0001AD Translation Services - Sim/Briefing 132 Hours 0002 Embraer 145 Recurrent Pilot 0002AA Embraer 145 Recurrent Pilot Training 9 Each 0002AB Lodging & Ground Transportation 54 Each 0002AC Translation Services - Ground School 16 Hours 0002AD Translation Services - Sim/Briefing 72 Hours All CLINS are Firm Fixed-Price and FOB is Destination Contractor shall propose training dates & number of days for training; training is desired in the September 2007 timeframe. Pilot Initial - students are to be scheduled as a crew of two (2) and each crew shall have a separate training date, with no overlap. Pilot Recurrent ? students are to be scheduled as a crew of two (2) EXCEPT the last crew will have three (3) students, and each crew shall have a separate training date, with no overlap. Training is to take place in the United States, at the contractor?s facilities. Offerors shall identify training location and POC at training location in their proposal. Courses are to be off-the-shelf and both the training courses and simulators are to be FAA approved. Courses are to be instructed in the Spanish Language or in English with a Spanish-speaking translator experienced in technical terminology associated with and required for this requirement. Course charts/outlines and SOJT task listings, in contractor format, identifying objectives and duration of each course are to be provided with offer. Contractor shall provide all equipment, material and data required to perform this contract. Contractor shall provide lodging and ground transportation for the students during their stay for training; officers are quartered separately and students are not allowed the use of rental vehicles obtained under, or as a part of, this contract. Contractor is responsible for pre/post inspection of rooms and reporting any damage. Transportation is required to/from airport and to/from classes daily. If training is more than two weeks, contractor shall arrange for and provide transportation for student shopping trips at least once a week on a non-training day (preferably Saturday) to purchase supplies needed to maintain themselves in their hotel/motel or apartment. The country shall provide student airfare from home country to the initial training location and from final training location back to home country. If multiple training sites are to be used the contractor shall provide airfare between the initial training site and all other destinations required to complete training. Contractor will be required to submit invitational travel orders (ITOs), AETC Form 325 and 258, AF Form 1256 and Course Evaluation Report. Contractor equivalent of the above referenced forms can be used. Instructions for submission of the above will be in the resultant award package. Contractor shall submit a Quality Control Plan to the PCO, for acceptance, with proposal. The plan must illustrate proposed processes of inspection, and actions to be taken to correct deficiencies discovered during the inspection process. In lieu of the QCP offerors may submit their ISO 9001:2000 certificate identifying training as part of the certificate. The contractor is responsible for obtaining all approvals, clearances [(e.g. Technical Assistance Agreements (TAA), etc.)], as necessary IAW current ITAR requirements. If a TAA is required, the contractor shall ensure the appropriate TAA is successfully completed prior to training start for each individual order, to include any subcontractor training required for each individual vendor. Contractor shall provide copies of invoices from previous sales of same/similar training if possible. If no previous invoices available, please provide, as a minimum: Labor mix, Hours to be charged for each labor pool, Other Direct Costs, Overhead, G&A & profit, Training Material Charges.
