Description
XBot Solicitation Amendment 06 The Program Executive Office for Simulation, Training and Instrumentation (PEO STRI) has a requirement to procure small robotic systems, spare parts and training in support of the Robotic Systems Joint Project Office (RSJPO). This procurement will be comp eted on a two step, technically acceptable, low price basis. Bidders will submit a technical proposal and two bid samples to be evaluated on a test range to determine product technical acceptability. The Government intends to invite those bidders deemed to have a technically acceptable product to participate in a reverse auction. The resulting contract will be a five year Firm-Fixed price IDIQ contract with a maximum quantity of 3000 robotic systems, spare parts, operator and maintenance training, and va rious documentation support. Delivery Order 0001 will be concurrently awarded and will consist of (101) robotic systems, which will satisfy the guaranteed minimum quantity of the above referenced contract. Delivery Order 0001 will also include, (1) sess ion of Maintainer training, (1) session of Operator training, and (10) spare parts kits. The spare parts kits will consist of all items necessary to produce a robotic system and will be supported by a Bill of Materials listing the bidders part numbers, O EM part numbers, and unit price for each item. A spreadsheet will be delivered via E-mail to all auction participants prior to the start of the auction to facilitate bid submissions. This spreadsheet will be in Microsoft Excel format and have parameters set to allow for range pricing at larger quantities and will be used to establish the ceiling amount of the resulting IDIQ contract and the pricing structure for future delivery orders. Please ensure you review Clause 52.214-10 when establishing your aver age price. Especially paragraph (e) referencing unbalanced pricing and the contracting officers recourse. Description of Need: A Joint Urgent Operational Needs Statement (JUONS) has been received by the RSJPO requesting accelerated procurement of an Unmanned Ground Vehicle (UGV) to be used for Improvised Explosive Device (IED) detection and identification. Th is contract effort addresses the need of United States military forces to acquire commercial off the shelf/non-developmental items (COTS/NDI) that can be immediately produced upon contract award. The xBot, which is a generic name that will be used until c ontract award, consists of a remote controlled robotic platform, operator control unit (OCU), and a transportation case. The selected robotic system and associated spare parts will be used in direct support of contingency operations Outside the Continent al United States (OCONUS). Required capabilities include a small, wireless, remote controlled Unmanned Ground Vehicle (UGV) system platform that weighs 50 pounds or less excluding any external payloads, and an OCU that weighs 20 pounds or less. Technical acceptability will be measured using a Go/No-go technical acceptability matrix. The performance criteria, as well as a proposed acquisition schedule, are addressed in the following Exhibits that are attached to the solicitation in Section J: Exhibit (A)  Performance Requirement for the XBot # MIS-PRF-56596 Rev. B Exhibit (B)  Requirements Compliance Matrix Exhibit (C)  Xbot Technical Demonstration Plan Exhibit (D)  CDRL XB002 through XB007 (Un-priced) Exhibit (E)  XB001 Safety Assessment Report (Priced) Exhibit (F)  XB008 Reliability Report (Priced) Exhibit (G)  CDRL Submission Form Attachment (I)  EOD Quality Assurance Checklist (referenced in the Statement of Work) The Bid Sample assessment will occur at Redstone Arsenal, Huntsville, Alabama on a predetermined test course to validate technical acceptability of the proposed UGV. The sample assessment will be in accordance with the above attachments. Bidders must mee t all the technical requirements identified in the technical acceptabil ity matrix to continue in the bidding process. The Technical Matrix, with specific points of performance to be evaluated, is located in attachment B. The winning bidder shall provide two complete systems within 10 working days after contract award. It is anticipated that delivery of an initial quantity of 5 systems will be required 45 days after contract award. The delivery schedule for the remaining 94 systems and ten spare parts kits will be identified in the formal solicitation. Ensure you review all of the documentation because some have changed from the last posting. Attachment (I) was added to the zip file for your reference and use. The Clause 52.212-3 for representations and certification was inadvertently left out of the s olicitation. Please ensure you update you electronic submissions prior to the date listed below. I have left the following information in this section for your reference from the last modification. The Specification Exhibit (A) and the X-Bot Technical D emonstration Plan Exhibit (C) have been updated. The following clauses, FAR 52.219-28 and 52.217-6 have been added. In addition, the delay in posting the solicitation has resulted in the necessity to adjust the date of the Reverse Auction. It will now b e held on 4 September 2007. There were some minor changes in Section L. of the solicitation. There were also some questions added to the bidders question list and some instructions and hotel information listed there as well.
