- Title: USMC Training and Education Command, Technology Division, Joint Capability Integration and Development System Support, Squad Immersive Training Environment (SITE) NAICS CODE: 541512 - COMPUTER SYSTEMS DESIGN SERVICES PRODUCT CODE: D - Information technology services, including telecommunications services. PLEASE READ THIS ENTIRE NOTICE CAREFULLY AS IT CONSTITUTES THE ONLY NOTICE THAT WILL BE ISSUED. This is a combined synopsis/solicitation for modified-commercial items prepared under FAR Part 13.5 Test Program for Certain Commercial Items, and prepared in accordance with the format in Subpart 12.6 Streamlined Procedures for Evaluation and Solicitation for Commercial Items, as supplemented with additional information in this request. This announcement constitutes the only solicitation. Quotes are being requested and this announcement constitutes the solicitation request. This requirement is being issued by GovWorks under the franchise authority of the Department of the Interior on behalf of the U.S. Marine Corps Training and Education Command (TECOM), Technical Division THIS IS A SET-ASIDE FOR SMALL BUSINESSES. NAICS CODE: 541512 / Size Standard: $23 mil The U.S. Marine Corps Training and Education Command (TECOM), Technical Division has a requirement for technical support in the successful development of the Joint Capabilities Integration Development System (JCIDS) research and analysis to complete a Capabilities Based Assessment (CBA) that will culminate in a Squad Immersive Training Environment (SITE) Initial Capabilities Document (ICD). The goal of SITE is fuse current, emerging, and future live and virtual technologies to create a fully immersive live/virtual training environment that: 1. Replicates as closely as possible the effects and conditions of the battlefield; and 2. Allows a dismounted infantry squad to effectively train in the wide spectrum of tasks necessary to execute the full ROMO. This capability will build on the training value found in current simulations such as ISMT-E and laptop-based procedural trainers, serving as a supplement to live-fire exercises and also filling gaps that neither live nor virtual training can sufficiently address. It will add realism through the replication of conditions and effects on the battlefield to create intense, stressful, challenging training scenarios that accelerate the decision-making cycle and provide instant, tangible feedback. Combining live and virtual systems, it should be scalable and reconfigurable and with variable scenarios. This analysis effort will review other programs such as the Deployable Virtual Training Environment (DVTE) which was designed to sustain the individual and unit critical war-fighting cognitive skills associated with the application of combined arms by the Marine Air-Ground Task Force (MAGTF) during "en-route" and deployed periods. Another program, the USMC Live, Virtual, Constructive - Training Environment (LVC-TE) will provide expanded training and mission rehearsal capabilities that are a closer approximation of the true operational environment. The LVC-TE will provide distributed training and facilitate joint war-fighting conditions through a networked system of interoperable training sites and deployable capabilities that thoroughly integrate personnel, doctrine, training and technology. This analysis effort will leverage existing and emerging training technologies such as, but not limited to, weapons and marksmanship trainers such as the Indoor Simulated Marksmanship Trainer (ISMT), vehicle and crew-served gunnery training systems (PGTS, AAV-TT), tactical convoy simulation systems (VCCT, RVS, MPRI), indirect fire and forward air control simulation systems (CAN, I/FACT, MSAT, JTC-TRS), and command and control training simulations (CACCTUS, MTWS). ***The competitive Request for Quote (RFQ), specifications, RFQ amendments, and all questions and answers related to this procurement can be accessed via the Internet at http://www.govworks.gov/Solic/openmarket.asp under RFQ number 1406-04-07-RQ-67950.
