- Sources Sought/Notice of Intent to Negotiate with One Source. The Government intends to solicit and negotiate with DGM21 LLC under the authority of Federal Acquisition Regulation (FAR) 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy the Agency Requirements, unless a determination is made by the Government to issue a competitive solicitation based on the responses to this notice. The Government is seeking to identify sources for work on Diego Garcia, British Indian Ocean Territories, for the design and construction of a improvements to the existing wastewater treatment facility. Improvements include a new sewage lagoon, modifications to the existing sewage laoons, and related roadway, utilities, and fencing work. Estimated cost is between $5,000,000 and $10,000,000. This is NOT a request for proposals, quotes, or an invitation for bid. The intent of this notice is to identify other potential sources to perform the construction work on Diego Garcia, British Indian Ocean Territories. Interested parties must be a joint-venture between a United States firm and a United Kingdom firm. Interested parties may submit technical qualifications no later than 21 August 2007 to A. Saki-Eli via electronic mail to ann.sakieli@navy.mil. At a minimum, the technical qualification shall include past experience/performance on similar construction projects in remote locations such as Diego Garcia. Include contract number, contract title, location, description of work, contract dollar value, customer point of contact, telephone number and performance evaluation, if any. If the Government determines, based on the responses to this notice, that a full and open competition will be conducted, a synopsis will be issued in the Federal Business Opportunities web page announcing the solicitation. Otherwise, the Government will proceed with negotiations with DGM21, LLC with no further notice.
