- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in the Federal Acquisition Regulation (FAR), Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. Solicitation Number M68909-07-Q-1075 is issued as a Request for Quotation (RFQ). The solicitation document and the incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-18 and Defense Federal Acquisition Regulations Supplemental Change Notice 20070327. NAICS Code 517910 applies. This solicitation is a 100% small business set aside. The Government intends to purchase on a firm fixed-price basis and award the proposed purchase order for the following brand name or equal. Item 0001: a quantity of one (1) Chelton Half-Loop Antenna, Part Number: 3160-99D. Item 0002: a quantity of one (1) Chelton Frequency Learning Unit, Part Number: 5106-39. Item 0003: a quantity of one (1) Frequency Learning Software, Part Number: 5908-BG, or equivalent products. For quotes of equal product the technical specifications of equivalent product must be submitted with pricing package or the entire package will be considered non-responsive. Proposals shall be quoted FOB Destination to Commanding Officer, ATTN: Supply Officer, MCTSSA, Building 31345, Camp Pendleton, CA 92055. Inspection and acceptance shall be made at destination. The contractor shall extend to the Government full coverage of any standard commercial warranty normally offered in a s imilar commercial sale. Acceptance of the warranty does not waive the Government?s rights under the Inspection clause, nor does it limit the Government?s rights with regard to the other terms and conditions of this contract. In the event of conflict, the terms and conditions of the contract shall take precedence over the warranty. The warranty period shall begin upon final acceptance of the applicable deliverable listed in the schedule of the contract. The provision at FAR 52.212-1, INSTRUCTION TO OFFERERS ?COMMERCIAL ITEMS (JAN 2004) is incorporated by reference and applies to this acquisition. Offerer shall include a completed copy of the provision at FAR 52.212-3, OFFERER REPRESENTATIONS AND CERTIFICATIONS and ALT I ? The provision at FAR 52.212-5, CONTRACT TERMS AND CONDITIONS REQUIRED TO IMPLEMENT STATUTES OR EXCECUTIVE ORDERS ? commercial items (OCT 2004) with the following clauses under paragraph (b) 52.219-6, 52.222-3, 52.222-19, 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, and 52.232-33. The provision at DFARS 252.212-7001, CONTRACT TERMS AND CONDITIONS REQUIRED TO IMIPLEMENT STATUTES OR EXECUTIVE ORDERS APPLICABLE TO DEFENSE ACQUISITIONS OF COMMERCIAL ITEMS (SEP 2004), with the following clauses under paragraph (b) incorporated by reference: 252.225-7001, 252.225-7021, 252.225-7036 (ALT I), 252.227-7015, and 252.232-7003.
