- This synopsis is being provided to publish a requirement for the Environmental Protection Agency?s (EPA), National Risk Management Research Laboratory (NRMRL) in Cincinnati, Ohio which is seeking an experienced vendor to provide and install an x-ray diffactometer system. This system will be used in the analysis of solid materials formed in water distribution systems and in or on different media used for the removal of inorganic substances and disinfection byproduct precursor materials, the system will directly support critical research relating to support of the current Lead and Copper Rule, the Arsenic Rule, the D/DBP cluster, all SDWA inorganic contaminant removal MCL?s, future SWTR and Ground Water Rule development and a current effort to develop regulation for water quality in the distribution system. The X-Ray diffraction system must demonstrate a resolution of 0.028 degrees or less FWHM on the 100 reflection of NIST SRM660a LaB6 at 21.354 degrees 2Theta, using Cu radiation and a high speed linear detector. The system radius and all other settings and system parameters for this test must be reported. The diffractometer must consist of a very stable vertical theta / theta goniometer with a measuring circle radius that is variable from 170 to 240 mm at this radius, the high speed linear detector must be able to rapidly collect data of high resolution as specified in the following: Measure a NIST 1976 corundum plate with a copper tube operated at 45 kV and 40 mA from 20 to 160 degrees two theta. The step size must be 0.01 degrees or less. The most intense reflection must have peak intensity greater than 5,000 counts. The ratio of the peak area of the (012) reflection near 25.6 degrees to the (104) reflection near 35.1 degrees must be within 5% of the ratio in the NIST Certificate of Analysis. The background must be less than 150 counts between 20 and 22 degrees 2-theta. The resolution must be set so that the K-alpha one and K-alpha two peaks for the (116) reflection near 57.5 degrees are sufficiently resolved so that the valley between the peaks is 30% or less of the K-alpha two peak. The time taken for the measurement must be less than 5 min. The system radius and all other settings and system parameters for this test must be reported. A written solicitation, PR-CI-07-11108, is anticipated to be issued the week of August 20th. It is anticipated the solicitation will be issued as a request for quote (RFQ). All responsible businesses may submit a proposal in response to the solicitation which shall be considered by the Agency. This procurement will be pursued using FAR Part 12 Commercial Acquisition methods and procedures. This notice of intent is not a request for competitive proposals. Additional product details and required specifications will be made available along with the solicitation. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. An offer must include the minimum requirements of the attached Specifications. In addition to price, the following factors will be used to evaluate the offeror?s technical proposal: responsiveness to the PWS, previous experience, and past performance. Award will be made to the offeror that represents the Best Value. Contract type will be firm fixed price.
