- NASA/KSC has a requirement for firing room consoles in support of the Constellation Ares I-X test flight. NASA/KSC intends to purchase the consoles on a sole-source basis from Evans Consoles Incorporated due to the necessity for compatibility in accordance with FAR 6.302-1(a)(2)(iii)(A). These consoles must maintain total compatibility of all hardware to be installed in the consoles including but not limited too the Operational Intercommunication System access hardware, Operational Television selector hardware, Emergency Safing System hardware, Secure Communications hardware, Range Safety / Range Operations Control Center Communications hardware, and all accessories supporting these sytems. In addition, after completion of the Ares I-X project, these consoles will used as spares at the following locations: Launch Control Center (LCC) Firing Room 4 (FR-4), the Central Operations Facility (COF), the Integrated Network Control System (INCS) Engineering Support Area (ESA) and Integrated Testing Environment (ITE), and the Kennedy Complex Control Center (CCC). The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort via e-mail to Rob Wolfinger not later than 4:30 p.m. EST on August 21, 2007. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
