Description
This synopsis is neither a solicitation nor award. It is a Request for Information (RFI) to identify potential sources in order to establish interest in a potential partner Contract to become partners of a battery network program referred to as BATTNET. BATTNET partners will actively participate in scheduled workshops, meetings, and short-term collaborative projects, for the expressed purposes of arriving at operational, scientific and technical solutions to make significant improvements in all segments (retail, wholesale and manufacturing) of DLA?s military battery supply chain by developing and applying innovative methods and advanced technologies. As part of the contract performance requirements, partners will be required to submit research ideas for implementation of short-term projects. A short-term project is defined as a collaborative applied research and development effort aimed at improving specific elements of the military battery supply chain with a clear technological application and implementation process. The duration of a typical STP is under 24 months. Prior to initiating performance of STP?s, all research ideas/proposals that may be submitted by any partner may be presented at a Government sponsored workshop for review and approval. In response to the research idea presented, and at the Government?s discretion, a funded delivery order or modification may be awarded under the BATTNET core partner contract for the execution of the STP with emphasis on implementation of results. Partners who are conducting STP's will be required to submit monthly progress and financial reports and a final technical report. The statement of work and resulting contract modification will specify requirements, including Contract Data Requirements. A draft Broad Agency Announcement (BAA) is available for interested vendors, manufacturers, educational institutions for use in submitting white papers and comments. White papers and comments on the feasibility of the undertaking and suitability of the BAA are welcome. Information received may be used to revise the BAA that will be synopsized in FEDBIZOPPS.
