- Description
- The National Institute of Standards and Technology (NIST), Acquisition Management Division, on behalf of the Center for Nanoscale Science and Technology Division, intends to negotiate on a sole source basis under authority of FAR 13.106(b)(1), with Staib Instruments, Inc. of Williamsburg, VA for a reflection high energy electron diffraction system and corresponding parts to be part of the new low temperature AFM project at CNST. The Rheed system will be used to characterize the preparation of clean surfaces and thin films for study via AFM. Sole source determination is based on the following: The reflection high energy electron diffraction (Rheed) system must be 100% plug-in compatible and interchangeable with the group's existing Rheed systems from Staib. The system parts, including the electron source, power suply, remote control box, spare/parts and accessories also need to be interchangeable so that they can be switched during emergency conditions in order to continue critical experiments. In addition, compatibility is required to use the same stock of spare parts. The product technology is proprietary to Staib and Staib is the sole manufacturer and distributor of this equipment. No solicitation package will be issued. This notice of intent is not a request for competitive quotations, however, responses received by August 22, 2007, will be considered by the Government. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
