- The NMFS intends to award a sole source purchase order to Allen Andrews, Research Associate, Moss Landing Marine Laboratories in Moss Landing, CA to perform Lead-radium dating of golden tilefish, Lopholatilus Chamaeleonticeps. Mr. Andrews is the only known source to have performed the same or similar effort. Mr. Andrews has the ability to produce scientifically defensible and publishable results using the required methodologies. Mr. Andrews has expertise in both chemistry and ichthyology, and has developed the lead radium dating methodology. Mr. Andrews has been involved in the age determination of deepwater rockfishes and grenadiers from the Pacific Ocean. Mr. Andrews has continued to enhance the procedures of lead-radium dating by improving radium separation and the reduction of calcium levels in the otolith cores. This completion of the project requires the contractor to complete the extraction of 210Pb:226Ra from otoligh cores but will also provide expert knowledge in otolith growth increment formation. The contract will provide the measure values of 210Pb: 226Ra fitted to the expected ingrowth curve to determine a radiometric age, age, estimates, and a written report explaining the results of this analysis. The Government will provide 180 freshly extracted otoliths to the contractor. The contractor is responsible for the following: Samples preparation for lead-radium dating, and Radiometric Analysis. Anticipated performance period is 12 month after date of award or December 31, 2008. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within ten days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. All responsible sources may submit a proposal, which shall be considered by the agency. The NAICS Code is 541990. Firms must demonstrate their detailed knowledge of chemistry and ichthyology and its relationship to the lead radium dating methodology. Demonstrate their familiarity with the extraction of 210Pb and 226Ra from otoligh cores and the ability to measure measure lead-210 radium-226 activity ratios for each group. Interested firms shall include, in writing, the company name, address, point of contact, telephone number, and business size; a detailed statement regarding their capabilities and qualifications to provide the government this service. Submissions received in response to this notice shall be evaluated based on the technical ability and demonstrated past experience to meet the requirements described in the description section above. Vendor must provide a DUNS number (http://www.dnb.com/us/ ) and register with the Central Contractors Registration (http://www.ccr.gov/ ).
