Description
This requirement is being procured in accordance with FAR Part 13, Simplified Acquisition Procedures. The office of NOAA, National Marine Fisheries Service (NMFS) located in Seattle, WA intends to negotiate a sole source contract with Archipelago Marine Research LTD for test applicability of EM technology to collect the necessary data aboard vessels that are unable to carry human observers due to size, weight or safety limitations. The National Marine Fisheries Service (NMFS), National Oceanic & Atmospheric Administration (NOAA), Department of Commerce (DOC) is the government agency responsible for monitoring and managing west coast fisheries. Within the NOAA?s Northwest Fisheries Science Center (NWFSC), the Fishery Resource Analysis and Monitoring Division (FRAMD) is responsible for monitoring groundfish fishing off the west coast. This contract is in support of the current at-sea observer program administered by FRAM and specifically addresses monitoring of the groundfish fishery that is too small or unsafe to deploy observers on. Electronic Monitoring Systems (EMS) may be an applicable monitoring tools for a certain portion of the fleet in lieu of human observers. This statement of work describes an electronic monitoring project to be designed for and deployed on the commercial fixed gear vessels operating off the coasts of Washington, Oregon and California. The overall goal of this project is to collect at-sea data to aid in monitoring groundfish bycatch by west coast fisheries. An Electronic Monitoring System (EMS) can support at-sea bycatch coverage on the west coast by collecting vessel information from digital closed circuit television (CCTV) imagery of fishing operations, data from global positioning systems (GPS), and data from other on-board sensors. This data will be used to verify total catch and areas fished. Fixed Gear Groundfish fishery The west coast commercial groundfish fleet includes fixed gear (bottom longline and fish pot) vessels that fish coastwide and vary in length from kayaks to over 50?. This fleet incidentally takes overfished groundfish species as bycatch. Monitoring the fleet for fish discarded at-sea is essential to provide an estimate of total mortality to fishery managers. Timeline The term of this project will be conducted over approximately 18 months. Objectives overview The NWFSC desires to test the applicability of EM technology to collect the necessary data aboard vessels that are unable to carry human observers due to size, weight or safety limitations. Service Requirements The contractor shall meet with NOAA Fisheries staff to review monitoring objectives, data requirements and project deliverables. EMS Units to be supplied The contractor will provide EMS units necessary to provide a cross section of the unobserverable fixed gear fleet (3-8 systems). The units supplied by the contractor will have the following technical requirements: EMS Equipment Specifications ? At the minimum, the electronic monitoring equipment will include the following components: ? EMS computer box for logging digital video imagery and other vessel data ? High capacity hard drives for storage of digital imagery ? CCTV cameras ? Sensor for GPS ? Alternative winch or hydraulic pressure sensors (if necessary) ? 12 VDC to 110 VAC power inverter (if necessary) ? Unique power source (if necessary) EMS Data Capture Specifications - EMS units will be configured to provide the following data: ? GPS location and date at all times while the vessel is at sea ? CCTV imagery of all fishing operations with adequate resolution for species ID Installation of EMS units aboard vessels Prior to commencement of the active data collection component of the project, the contractor will install, test and initialize all the EMS equipment on the fishing vessels. Each vessel will be fully outfitted with EMS equipment and the vessels? crews will be provided instruction on the use and care of the EMS equipment. The contractor will determine the scheduling of the EMS installation for each vessel and will take into account vessels? schedules and concerns. Installation and maintenance of the EMS technology shall not unduly delay any vessel from participating in the fishery. Data analysis The contractor and NOAA personnel will jointly analyze the EMS data collected aboard the fixed gear fleet and judge the adequacy of the collected data for use by NOAA. Specific data analysis and reporting tasks to be carried out by the contractor include: Inventory of all data retrieved. Establishing a schedule for data processing to be agreed upon by the contractor and NOAA Fisheries staff. Examining vessel sensor data to assess quality and completeness of the data set. Identifying fishing episodes. Estimation of total fishing effort and catch. Speciation of catch. Identifying anomalous events in the data set that may warrant further investigation. Collating additional fishing events as identified by NOAA Fisheries staff and the contractor. Removal of EMS units from all fishing vessels The contractor is responsible for removing all EMS units from the vessels at the end of the pilot study. The contractor shall removal all evidence of the EMS installation on every vessel. Care must be taken to return each vessel to the state it was in prior to the installation of the EMS unit. The removal shall not unduly delay vessels from departing for other The period of performance is from date of award through September 30, 2008. The intended acquisition is for services for which the Government intends to acquire from one source under the authority of 41 USC 234 (c) (1), Only One Responsible Source. This is not a request for proposals and there is no solicitation available at this time. The government reserves the right to solicit offers based on receipt of affirmative responses to this notice, or issue a contract to the Archipelago Marine Research LTDwithout further notice.
