Description
This requirement is being procured in accordance with FAR Part 13, Simplified Acquisition Procedures. The office of NOAA, National Marine Fisheries Service (NMFS) located in Honolulu, HI intends to negotiate a sole source contract with University of Florida, Florida Museum of Natural History to Provide taxonomic support for NMFS PIFSC Coral Reef Ecosystem Division. The Florida Museum of Natural History will provide taxonomic support for the NMFS PIFSC Coral Reef Ecosystem Division, and assist in areas where there is either (1) no internal NMFS expertise, or (2) insufficient staffing and/or resources for the collection, identification, preservation, and curation of marine invertebrates originating from NMFS PIFSC coral reef surveys and other sources of samples from reefs of U.S. Pacific Islands. The marine invertebrates include over 1200 specimens from the following phyla Brachiopoda, Bryozoa, Chordata, Cnidaria, Ctenophora, Echnodermata, Foramnifera, Hemichordata, Mollusca, Nertea, Platyhelminthes, Porifera, and Sipuncula, that were collected on the PIFSC / Census of Marine Life cruise on the NOAA Ship Oscar Elton Sette (OES 06-11) to French Frigate Shoals in the Northwestern Hawaiian Islands from October 6-28, 2006. 1. Accurately identify all PIFSC specimens to the lowest order of resolution possible. Specimens identified by non-Museum specialists are made at no further costs to NMFS PIFSC. 2. Continually update improvements in taxonomic identification and revise taxonomic keys to improve the quality of taxonomic data. 3. All specimens and samples will be preserved according to published museum standards. 4. Upon identification, all specimens will be curated to museum standards and catalogued in the Museum?s computer catalog system. Collections will be maintained and made available online; also data will be made available to PIFSC, CReefs, and NWHI Monument steward agencies. 5. Computer catalog and make available online images representing all specimens taken, link these to the voucher speciments in the FLMNH catalog, and make them available to same agencies as voucher catalog. 6. Prepare reports that include all taxonomic identifications to the lowest order of resolution possible made from materials collected on NMFS PIFSC cruises. 7. Publications resulting from research, collaborative or independent, on these specimens will appropriately acknowledge NMFS PIFSC. The period of performance is from date of award through December 31, 2008. The intended acquisition is for services for which the Government intends to acquire from one source under the authority of 41 USC 234 (c) (1), Only One Responsible Source. This is not a request for proposals and there is no solicitation available at this time. The government reserves the right to solicit offers based on receipt of affirmative responses to this notice, or issue a contract to the University of Florida, Florida Museum of Natural History without further notice.
