Description
This requirement is being procured in accordance with FAR Part 13, Simplified Acquisition Procedures. The office of NOAA, National Marine Fisheries Service (NMFS) located in Seattle, WA intends to negotiate a sole source contractt with Washington State, Dept of Fish and Wildlife for Implementation of Steelhead Population Status and Trend Monitoring in the Methow Basin. Background Information on Methow basin steelhead project: PIT Antenna Arrays WDFW will construct and install PIT tag antenna arrays in the lower Twisp and Methow rivers. The PIT tag antenna arrays will provide information regarding the distribution and run timing of wild and hatchery steelhead (for both adults and juveniles). WDFW may also initiate PIT tagging adult steelhead at Wells Dam as part of the stock assessment activities that are currently ongoing. In addition, WDFW will purchase PIT tags for tagging steelhead parr encountered during residual steelhead surveys. PIT tagging juvenile fish in the Methow River has been ongoing since 2004 and adult PIT tagging was initiated at Priest Rapids Dam in 2006. Data collected on within basin migration patterns of juvenile steelhead will increase the understanding of summer and winter habitat use. Increased redd counting effort/test current methodology Surveys will be conducted to obtain total steelhead redd counts in the Twisp River. The entire Twisp River will be surveyed each week for comparison with results from the current expanded index estimates (funded by Douglas PUD). Total redd counts in the Twisp River will also be used to assess spawn timing and distribution of hatchery and wild fish through a tagging program conducted at the Twisp river weir. The total estimated adult returns are currently determined by expanding the number of redds found in the surveyed index areas to the total spawning area. In addition, steelhead redd abundance in low order tributaries is estimated based on redd density of similar sized index streams. Total redd counts obtained under this contract will provide an assessment of the accuracy of the methodology used in the Methow Basin. TASKS/SERVICES: The contractor shall: ? Construct and install PIT tag antenna arrays in the lower Twisp and Methow rivers. ? Tag steelhead parr encountered during residual steelhead surveys. ? Conduct total steelhead redd counts in the Twisp River. The period of performance is from date of award through September 30, 2008. The intended acquisition is for services for which the Government intends to acquire from one source under the authority of 41 USC 234 (c) (1), Only One Responsible Source. This is not a request for proposals and there is no solicitation available at this time. The government reserves the right to solicit offers based on receipt of affirmative responses to this notice, or issue a contract to the Washington State Dept of Fish and Wildlife without further notice.
