Description
The CDC/NIOSH/NPPTL has a requirement to build a firefighter?s heat sensing instrument and conduct a program of data collection using several heat sensing instruments. The provider of this data must possess a compact instrumentation system that accurately characterizes firefighter thermal loading without adding encumbrance to the fully equipped firefighter. The design and efficacy of the instrumentation package is essential to the successful completion of this data collection project. The appropriate thermal data collection device must rely solely on thermocouple input. With appropriate tools analyzing these temperature data, a methodology should be used to derive information on the thermal exposure of firefighters and on the recommended limits of such exposure. The proposed methodology should be supported by a significant validation database collected independently from this effort. The data gathering strategy and the computational elements of the device should be developed independently from this effort. Only the design modification, construction and testing of the specific devices used in this project will be included within this scope of work. The Government intends to negotiate on a sole source basis with the University of Maryland Fire Protection Engineering Department since the instrumentation needed to facilitate the temperature data collection project has already been conceived and designed by the staff. NIOSH is unaware of any other qualified contractors available for this specific approach which involves a cooperative effort to collect the data required for these programs and to further develop the proprietary equipment that may lead to functional thermal warning devices. No solicitation is available; however interested parties may request a copy of the scope of work. The Government intends to negotiate on a sole source basis with University of Maryland Fire Protection Engineering Department as the only contractor who currently has developed the concept for the unique instrumentation and data analysis algorithm. The time period for this project is September 1, 2007 through January 30, 2008. Responsible sources that believe they possess the expertise and capabilities identified above are encouraged to submit to the Purchasing Agent within 15 days from the posting date of this notice their written specifications and supporting information in the format they choose, not to exceed 10 pages. Please submit capabilities and supporting information to: James J. The Government will review any/all information submitted and determine if other qualified sources that could perform the effort. Information received in response to this notice will be used solely for the purpose of determining whether to conduct a competitive procurement. If no affirmative responses are received within 15 days, per FAR 13.106-1(b)(1), negotiations will be on a sole source basis conducted with the University of Maryland Fire Protection Engineering Department as the only source meeting our needs and a purchase order will be issued without any additional notices being posted.
