Description
The Department of Health and Human Services, Program Support Center, Division of Acquisition Management on behalf of the Substance Abuse and Mental Heath Services Administration (SAMHSA) intends to negotiate on a sole source basis for a twelve (12) month purchase order with the Legal Action Center (LAC) to provide training, technical assistance and information to current and potential grantees in the CSAT and CMHS criminal justice grant portfolios in order to improve their clinical interventions and to improve their overall effectiveness with individuals with substance abuse and/or co-occurring disorders who are involved with the criminal justice system. SAMHSA has a lengthy history of supporting programming to assist individuals with substance abuse and/or mental health disorders who are involved in the criminal and juvenile justice systems. Through its Center for Substance Abuse Treatment (CSAT), SAMHSA has funded hundreds of grants to provide substance abuse treatment infrastructure and services to substance using/abusing criminal defendants and/or offenders. One of the paramount issues facing justice-involved populations is the numerous barriers these individuals encounter in seeking employment due to their criminal record. SAMHSA is interested in assisting individuals with criminal records in accessing job training, employment and education. LAC will write a guide due in 180 days after award for SAMHSA/CSAT and its cohort of grantees dealing with treatment services for justice-involved clients. This guide will provide information to strengthen the ability of treatment and recovery support services providers to assist their adult and juvenile clients with criminal histories in accessing job training, employment and education. After dissemination of the guide, LAC will conduct a series of presentations and technical assistance at mandatory annual CSAT and CMHS grantee meetings. These presentations will be either in person or via Internet Web casts. As required, LAC will provide additional technical assistance such as issue-specific briefs and toolkits. LAC will provide a summary report describing the successes and weaknesses of this initiative, any discernable outcomes related to grantee use of the materials, and recommendations to SAMHSA/CSAT on any next steps in dealing with this issue. The Substance Abuse and Mental Heath Services know of no other potential organizations that possess the skills and resources to perform the tasks within budget (less than $100,000) and the required timeframe. The Legal Action Center is uniquely qualified to fulfill the tasks of this purchase order for the following reasons: The Legal Action Center (LAC) provides technical assistance to criminal justice agencies, workforce development programs, and policymakers on federal, state, and local legal barriers faced by people with criminal records in order to facilitate their successful re-entry into society and reduce crime and recidivism. The LAC conducts a wide range of programs to protect and advance the rights of people in recovery or still suffering from alcohol and drug problems, people at risk for or living with HIV/AIDS, and individuals with criminal justice histories, and to promote sound public policies in these areas. The most common subjects on which LAC services are sought include: 1) Alcohol and Drugs 2) HIV/AIDS and 3) Criminal Justice. LAC helps improve the criminal justice system by aiding qualified people with criminal records obtain employment and services needed to re-enter society successfully, assisting programs that work with them, and conducting public policy advocacy and research to reform sentencing laws, expand community corrections, and promote other sound policies. LAC's National HIRE Network operates a national clearinghouse of information and technical assistance for non-profit and government agencies working to improve the employment prospects of individuals with criminal records. The national clearinghouse serves as a central repository of information pertaining to the employment of individuals with criminal records for practitioners, policymakers, and researchers around the country. The clearinghouse includes information about model programs and policies, best practices, legal issues such as negligent hiring and employment discrimination, relevant research, and potential funding sources. This simplified acquisition is for services for which the Government intends to negotiate with only one source. Interested concerns may identify their interest in and capability to satisfy the requirement within 15 days after the date of publication of this notice. Information received will be considered solely for the purpose of determining whether to conduct a competitive acquisition. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government.
