- THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. This is a notice of intent to award a sole source contract. The Department of Veterans' Affairs, James A. Haley Veterans' Hospital (JAHVH) located in Tampa, FL intends to solicit and negotiate with Neuro Vision Technology PTY LTD the procurement of two (2) Neuro Vision Rehabilitation Systems. This system is a computerized tool used for the assessment and training of people with neurological vision impairment. The system is portable and is provided with a dedicated laptop to run the custom designed client management, assessment, training and research software supplied by the vendor. It is an assessment tool for determining the presence of Homonymous Hemianopia, visual field loss, visual processing deficits and visuo-spatial neglect. It includes a software training program of standardized compensatory scanning exercises that will enhance a patient's functional use of their residual vision. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b)(1). Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. However, all information received by 2:00 p.m. EST, 14 August 2007, will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
