Description
The 96th Contracting Squadron, 96 CONS/MSCBB at Eglin AFB, Florida intends to solicit, negotiate, and award a Firm-Fixed Price, Sole Source contract to Weidlinger Associates, Inc., for the services listed below. This notice of intent is not a request for competitive quotes. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. The announcement number is F1T0CY7205A001. The North American Industry Classification System (NAICS) code for this acquisition is 541690, with a small business size standard of $6.5M. The Air Force requires computational support for its multi-hit program to help plan tests and verify test configurations for detonations of weapons embedded in bare or soil covered reinforced concrete slabs. An advanced nonlinear transient analysis, three dimensional Computational Structural Dynamics code is required for these computations. This code should have advanced constitutive models capable of modeling cratering, spall and damage in blast and penetration environments as well as multiple loading states for reinforced concrete, metals and soils. In addition, there is a need to perform parametric studies for different penetration scenarios and multiple sequential and simultaneous loading sequences to help determine the effects of key parameters on damage to buried bunkers and slabs. This data will be used to help understand both small and full scale test results, relate small scale tests to full scale tests and generate a data base that can be used for fast running tools in such codes as MEVA and IMEA. Final inspection and acceptance will be at Eglin AFB, FL 32542. The proposed contract action is for supplies for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1.
