- The Army Contracting Agency, Contracting Center of Excellence (CCE), on behalf of the US Army Casualty and Mortuary Affairs Operations, intends to execute a commercial award under other than full and open competition-sole source basis to Spartacraft, 7690 Spartacraft Drive, Connelly Springs, NC 28216, in accordance with FAR 6.3. A competitive requirement will be awarded in 2007, for a Base and One Year. This requirement is for the purchase of five hundred (500) Heirloom Personal Effects Chest (HPEC ) for the prospective presentation to the Families of deceased Soldiers. All 500 HPEC shall be deliver by October 31, 2007 The HPEC is a quality hardwood container for storing and protecting the deceased Soldiers uniform, award citations, official Army letters and other documents and sentimental Army memorabilia contained in his/her personal effects (PE). SPECIFICATION: Rectangular, 17 Gallon Capacity Keepsake Foot Locker, Dimensions: 35 wide by 17 deep by 16 5/8 high, Constructed of solid Walnut wood, Top lid has an embedded solid brass Army Medallion (dimensions: 2 1/2 by 1/8 thickness), Top Lid attached with 3 hinges and 2 lid support mechanisms to prevent accidental closure, Interior Lid has Black Velcro-friendly liner, A Velvet lined inser t tray designed to accommodate a Heritage memorial Flag Case and/or other memorabilia&with solid walnut handle cut-outs, High-end (7 step) furniture finish in Heirloom Walnut (to match the existing Army specification for Heritage Memorial flag cases), The top lid has a recessed/flush mount key lock. The work will be performed during 12 months under the direction of the US Army Casualty and Mortuary Affairs Operations. This notice is not a request for proposals. However, all proposals or responses receive d will be considered solely for the purpose of determining whether to conduct a competitive procurement. No solicitations will be issued as a result of this announcement. A determination by the government not to compete this requirement based upon respon ses to this notice is solely within the discretion of the government.
