Description
The U.S. Army Joint Munitions and Lethality Life Cycle Management Command, Picatinny Arsenal, NJ 07806-5000 has a requirement for the purchase of custom electrical cabinet for oven control and warren control valves for ARDEC???s Explosive Research and Development Facility. The electrical cabinet is used to adequately control the oven parameters using the warren control valves. In addition, the equipment will provide a log of temperature and humidity. The drying ovens are currently used to support the Army???s Energetic Material Development Program. The current system controls do not adequately control the required parameters. This will support numerous IM explosive projects including the ones that are currently being developed such as the ACAAP qualification program, PM-CAS TNT replacement program, and PAX-41 qualification. The contractor shall: The contractor shall deliver the custom electrical control cabinet, Warren control valves, and ancillary equipment to Building 900, Picatinny Arsenal, NJ. The contractor shall be responsible for all work and materials required to complete the installation of the custom electrical control cabinet and Warren control valves. This shall include all required electrical, mechanical, materials and connections. The contractor shall be responsible for removing existing electrical and steam controllers before the new custom electrical control cabinet, Warren control valves and ancillary equipment are installed. The contractor shall utilize existing air and steam lines to complete installation of new equipment. The contractor will install air regulators and coalescing filters on the existing air supply system. The contractor will provide a computer for data collection which will be tied into the Allen Bradley PLC via the DH+ highway. The contractor shall be responsible for initial start up of the new equipment and to test controls for proper operation. The contractor shall provide a minimum of eight (8) hours training for the new equipment. The Contractor shall remove all unused electrical parts, used oil and cleaning fluid from the premises for proper disposal. The contractor shall report any spills to the COR/alternate COR. All activities must be in compliance with federal, state and local laws and army regulations. The government intends to award a firm fixed price sole source contract in the amount of 177,915 to Integrated Production Systems, Inc. (IPS Custom Automation) 2750 113th Street Suite 300, Grand Prairie TX 75050-6480 under the authority of 10 U.S.C. 2304(c)(1)(A), as implemented by FAR 6.302-1(a)(2)(ii), only one responsible source and no other supplies or services will satisfy agency requirements. Based on previous work done by Integrated Production Systems, Inc., Arlington, TX it was determined that this action requires contractor knowledge of working in the unique explosion proof environments of NEC Class 1 Group D and Class 2 Division 1 Group E, F, and G environment. IPS alone has the required technical staff, equipment, and expertise to install the custom electrical cabinets for ovens. This sole source position is predicated on Integrated Production Systems, Inc. unique capabilities that are required for the design, fabrication and installation of all existing equipment located in the 200 area and building 810, Picatinny Arsenal, NJ. Integrated Production Systems, Inc. has designed, fabricated, and installed nearly all of IPE in the 200 area. All responsible sources, however, may submit a proposal that shall be considered by the agency.
