- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The purpose of this effort is to produce prototype impact indicator paints for coating on compostite missile casings. This pai nt is intended to visually show color change with an impact energy known to damage these composite casings. Deliverables will be 15 coated missile casings (provided by the Army) and a report detailing all of the experimental information and testing data. F our tasks will be as follows: Determine material and process specifications and metrics; Indicator paint development; Indicator paint testing; and Scale up and prototype fabrication. The award will be made as a Firm Fixed Price effort. Inspection and Accep atance will be FOB Destination. Anticipated award will be made to Luna Innovations Incorporated, 2851 Commerce Street, Blacksburg,VA 24060. Any award resulting from this RFQ will be issued on Standard Form 1449 and will contain all clauses required by law, the Federal Acquisition Regulations (FAR), and the Defense Acquisition Regulations (DFARS)as appropriate for the dollar value of the award. Provision 52.212-1, Instruction to Offerors, Commercial Items; Clause 52.212-4, Contract Terms and Conditions, Comm ercial Items; and Clause 52.212-5, Contract Terms Required to Implement Statutes or Executive Orders, Commercial Items are applicable to this acquisition. Offer due by 12:00 noon, Central Standard Time 17 August 2007, in the contracting office, Building 54 00, Room B148, Redstone Arsenal, AL 35898-5280. Electronic quotes/offers are acceptable.
