Description

This is a COMBINED SYNOPSIS SOLICITATION for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. QUOTATIONS ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. Solicitation HAQ072046 is issued as a Request for Quotation (RFQ) and incorporates provisions and clauses in effect through Federal Acquisition Circular 2005-17. NAICS code 333111: size standard of 500 employees. This procurement is set aside for small business concerns. This will be a firm fixed-price contract for the Bureau of Land Management for the supply and delivery of 1) 3 - full size Rangeland drills; 2) 2 - seed drill boxes for grass seed; 3) 2- seed drill boxes for fluffy seed. TECHNICAL SPECIFICATIONS: Model B-B or Metal Masters Model Rm-10 or equal, that meet the following specifications, 1) mounted on pneumatic-tired (10-ply, at least 1100x28 wheels); 2) wheels provide mechanical rotation of the feed and agitators; 3) disk opener - arms move independently and freely up and down by pivoting on pins mounted on the main frame; 4) drill must be constructed to allow transport of at least 2 drills on an 18-foot long truck or trailer; 5) main frame made of 5/8 inches angle iron; 6) arm pin blocks on main frame must be made of heat treated metal; 7) utilize a triple-lipped sealed bearing on both sides of all arms for the disc opener shaft; 8) weight must not exceed 5,000 pounds for each drill (+/- 500 lbs.); 9) provide parts book and operator's manual (including calibration instructions). The seed boxes shall include: (A) speed changer to regulate the fluffy seed box independently of the other box; (B) vertical row dividers to prevent sliding of seed when seeding on slopes; (C) auger agitators that push the seed from both ends toward the center of the box; (D) picker wheels to grab the seed from the box. Warranty: One year parts and labor. SHIPPING AND DELIVERY, PERFORMANCE, AND ACCEPTANCE: 1) Delivery shall be standard commercial practice and in a manner that will insure arrival at destination in a satisfactory condition and be acceptable to the carrier for safe transportation at the most economical rate F.O.B. to the BLM, 100 Oregon St. Vale, Oregon 97918. Acceptance - Final inspection and acceptance of supplies will be made by the Government at the place of delivery. FAR Clause 52.212 2, EVALUATION FACTORS FOR AWARD - Award will be on an all or none basis to the responsible firm whose quote is most advantageous to the Government, price and other factors considered. Other factors for this solicitation include past performance, including reliability and anticipated longevity of equipment. Past performance information of the may be based on the Government's knowledge of and previous experience with the quoter, or other reasonable basis. Delivery time is 90 calendar days from date of award. QUOTATIONS SHALL INCLUDE: 1) Unit price and total amount for each item; 2) descriptive literature or other documentation verifying compliance with specifications; 3) proposed delivery schedule; 4) warranty information; 5) repair and parts availability; 6) company experience with producing rangeland seed drills; and 7) references from other customers, including names and telephone numbers. 8) FAR provision 52.212-3 Offeror Representations and Certifications-- Commercial Items. 9) Quoters shall submit signed and dated quotes on letterhead stationary.
