Description
This synopsis is being posted to both the Federal Business Opportunities(FBO) page located at http://www.fbo.gov and the Navy Electronic Commerce on Line(NECO) site located at https://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the Navy Sea Systems Command. This is a combined synopsis and solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Request For Quotation (RFQ) number is N66604-07-Q-4538. NUWC Division Newport intends to purchase the following items: 1. Plaque Boards: Walnut tone shield size Size approximately: 7?? X 9? (small) Qty EST 250 Ea. 2. Plaque Boards: Walnut tone shield size Size approximately: 10?? X 12?? (large) Qty EST 5 EA. 3. Brass plates for award plaques. For engraving: Size approximately: 2?? X 4?? Black Brass with 2?? X 4?? Goldtone backplate. (Included in Item 0001) 4. Size approximately: 3? X 5?? Black Brass with 3 ?? X 6? Goldtone backplate. (Included in Item 0002) 5. Engraving and Assembly. Mount customer casting at the top. 301 each estimated and included in Item 0001 and 0002. Base Year with four option years priced separately. The Contractor shall engrave, assemble and deliver shield-shaped walnut wrapped plaque as ordered by the Naval Undersea Warfare Center Division, Newport (NUWCDIVNPT) Rhode Island for a period of one year. The Contractor shall provide and engrave black brass on gold aluminum plates. NUWCDIVNPT will provide in writing, by mail or fax, the information to be engraved on the plates. Medallions will be provided by NUWCDIVNPT or mailed directly to the Contractor by the manufacturer. The Contractor shall assemble the engraved plate and medallion on the plaque. Plaques will be ordered from time-to-time for retirements, annual awards and miscellaneous special requests. The estimated number of plaques to be ordered per year is as follows. Annual award plaques are ordered once a year in one order during February/March. The number needed varies, but is approximately 250. The size required by approximately 7?? x 9? for 250 plaques and approximately 10?? x 12?? for 5 plaques. Retirement plaques are ordered sporadically and the average number per year is approximately 250. However, the number increases dramatically if special incentive is offered and can reach over 250. The size required for all retirement plaques is approximately 7?? x 9?. Required delivery dates will be specified in each order and will normally be one week, depending on the size of the order. However, there will be occasion for large quantity orders (over 50) to be delivered in a short time frame with limited advance notice. The Contractor agrees to supply individual emergency orders as requested, within one workday, if necessary. Required delivery will be specified in each order, F.O.B. Destination Naval Station Newport; Newport, RI. This is 100% set-aside for small business. Size standard is 500. Incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2000-07. FAR 52.212-1 Instructions to Offerors--Commercial Items applies. Evaluation will be in accordance with FAR 52.212-2 Evaluation--Commercial Items. Evaluation factors are technical capability, price and past performance. Each is equally important. FAR 52.212-4, Contract Terms and Conditions--Commercial Items and 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders--Commercial Items, and DFARS 52.212-7001, Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisitions of Commercial Items apply. The following addenda or additional terms and conditions apply: none. Offers should include price and delivery terms and the following additional information: none required. Defense Priorities and Allocations System (DPAS) rating of DO-C9 applies.
