- The Environmental Protection Agency (EPA), National Health and Environmental Effects Research Laboratory (NHEERL), Western Ecology Division (WED) intends to negotiate on a sole source basis with the Ecosystems Center, Marine Biological Laboratory, Woods Hole, MA 02543, for the integration of the software code for the MEL and GTHM models for simulating the dynamic interaction of biogeochemical and hydrologic precesses in terrestrial ecosystems. The dynamic integration of MEL and GTHM within a single program is necessary to accurately capture the bi-directional feedbacks between hydrologic and biogeochemical processes that control daily to century-scale ecosystem responses to interacting stressors. The contractor shall modify and improve the current version of MEL. Specifically, MEL and an existing surface hydrology model (GTHM) shall be integrated within a single software program to accurately capture short-term (seasonal) and long-term (decadal) feedbacks between hydrologic and biogeochemical processes. The period of performance is anticipated to be 12 months from date of award. The basis for determining the Ecosystems Center, Marine Biological Laboratory the sole source is the Ecosystems Center, Marine Biological Laboratory developed the current version of MEL, used unique algorithms in the MEL model, and is capable of accomplishing the objectives in the most efficient manner. The Ecosystems Center, Marine Biological Laboratory is the only know source that is most familiar with the algorithms and program structure to make modifications to their complex model. The circumstance permitting other than full and open competition is FAR 13.106-1(b), only one source reasonably available and no other supplies or services will satisfy Agency requirements. All interested parties who believe they can provide the required services shall fully explain their capabilities and qualifications in writing within 15 days from the date of this announcement. The North American Industry Classification System (NAICS) Code 541710, which has a small business size standard of 500 employees, is applicable. The intent of this synopsis is to determine if any source(s) exist, and therefore, no solicitation (RFQ) is available. Consequently, any response(s) failing to provide the aforementioned data but instead choosing to merely submit a routine letter requesting a copy of the RFQ will not be honored.
