Description
This notice is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the ONLY solicitation; offers are being requested and a written solicitation will not be issued. The Government intends to acquire a commercial item using FAR Part 12 and the Simplified Acquisition Procedures set forth in FAR Part 13. This notice is being issued as a Request for Quotation (RFQ) for the following: 1) 17-4 PH Thrust Runners. Qty 20 Thrust Runners should be permanently marked by stamping or etching on the edge. Designation should be 17-4/1, through 17-4/20. 2) Inconel 718 Thrust Runners. Qty 20 Thrust Runners should be permanently marked by stamping or etching on the edge of the runner. Designations should be Inc 718/1 through Inc 718/20. Foil Bearing and Thrust Runner Description Gas foil bearings utilize ambient air for hydrodynamic lubrication between surfaces in relative motion. Two fundamentally different types of foil bearings exist for supporting rotating shafts. Thrust and journal bearings are used to support load in the axial and radial directions respectively. Thrust runners are the rotating disks used in foil thrust bearing research. These disks are generally made from Inconel 718, a high strength nickel based superalloy used in many high temperature applications. The runners are coated with different materials including electrolyzed chrome and PS304, a high temperature solid lubricant developed by NASA for use with foil bearings. Thrust Runner Specifications Two drawings are included for thrust runner fabrication, one calling for Inconel 718 and another for 17-4 PH, a high strength stainless steel alloy. Each of these materials is necessary for testing thrust bearings over a broad range of operating temperatures and speeds. Thrust Runner OD: 4.000 inches Hub OD: 1.688 inches Overall Length: 1.900 inches Undercut: 0.015 inches deep within specified diameters, undercut is excluded on half of the runners required for each material Materials: -Inconel 718, heat treated to specifications on included drawing -17-4 PH, heat treated to specifications on included drawing Delivery Time: 40 complete runners, 20 of each material are to be delivered within 6 weeks of the contract award. Thrust runners spin at speeds in excess of 80,000rpm at temperatures up to 1200?F, therefore geometric tolerances and heat treatments are important for manufacturer selection. Required tolerances are as tight as .2mil of flatness and parallelism on a 1.688in diameter. Runners will be coated, ground, and balanced at NASA Glenn prior to use. The number of thrust runners to be made can be changed based upon the unit price quote provided from each manufacturer. A minimum of 20 runners, 10 per material, is established as the least amount required for current thrust bearing research. Request quotes for various sized orders from 20 to 100 runners. More runners are desirable if a bulk order can keep cost low. The provisions and clauses in the RFQ are those in effect through FAC 05-18. Delivery to NASA Glenn Research Center, 21000 Brookpark Road, Cleveland, Oh 44135 is required within 6 Weeks ARO. The DPAS rating for this procurement is DO-C9 Offers for the items(s) described above are due by 4:30pm EST, August 22, 2007 to fax 216-433-5489 or email and must include solicitation number, proposed delivery schedule, discount/payment terms, warranty duration (if applicable), taxpayer identification number (TIN), identification of any special commercial terms and be signed by an authorized company representative. Offerors shall provide the information required by FAR 52.212-1 (SEPT 2006), Instructions to Offerors-Commercial, which is incorporated by reference. If the end product(s) offered is other than domestic end product(s) as defined in the clause entitled "Buy American Act -- Supplies," the offeror shall so state and shall list the country of origin. FAR 52.212-4 (FEB 2007), Contract Terms and Conditions-Commercial Items is applicable. Selection and award will be made to that offeror whose offer will be most advantageous to the Government, with consideration given to the factors of proposed technical merit, price and past performance. It is critical that offerors provide adequate detail to all evaluation of the offer (See FAR 52.212-1(b)). Offerors must include completed copies of the provision at 52.212-3, Offeror Representations and Certifications - Commercial Items with their offer.
