Description
SECHQ1-07-R-0318 Synopsis The U.S. Securities & Exchange Commission (SEC) requires an externally-hosted COTS or GOTS document management and electronic filing system that (1) permits parties in SEC administrative proceedings to electronically file pleadings, and (2) provides for electronic service of such pleadings and orders in SEC administrative proceedings to all parties. The hosting service must include operation, maintenance, and configuration support for an extranet delivery system that eliminates the need for the SEC to create, staff, and maintain its own information technology infrastructure. Scope size includes approximately 270 administrative proceedings and 5,200 pleadings in 2006 and is expected to increase annually. Hosting includes access to the system via secure socket layer for a minimum of 1600 separate users and 50 concurrent users. Security must meet or exceed current best practices for electronic commerce. MUST CURRENTLY HAVE DOCUMENT MANAGEMENT AND ELECTRONIC FILING SYSTEM IN PRODUCTION, OPERATING SUCCESSFULLY VIA AN EXTERNAL HOSTING SOLUTION AT A MINIMUM OF THREE (3) FEDERAL, STATE OR LOCAL COURTS IN THE U.S. FUNCTIONAL REQUIREMENTS ? the solution: Must have capability to allow a Filer to ? a. register with basic and critical information and establish a username and password, b. electronically file pleadings and exhibits with the SEC over the Internet using a standard web browser; all transactions over the Internet shall use 128-bit encryption, c. prepare a document for submission using conventional word processing software, d. receive a hardcopy document and convert it to a text-searchable PDF format, e. after logging in, enter basic information relating to the administrative proceeding and document being filed, f. attach the document and submit it to the docket for a particular administrative proceeding, g. receive acknowledgement of receipt via electronic mail, h. receive acknowledgement of acceptance for filing via electronic mail, and i. submit documents under seal so that the contents of the document are not available to the public. Must have capability to allow Administrative Staff to ? a. review and approve documents to be posted on the docket, b. electronically serve pleadings on all parties to the administrative proceeding, c. electronically serve orders to the litigants in an administrative proceeding, d. upload documents to the docket, and e. provide a word count for pleadings filed (briefs only, not attached exhibits), and provide pleadings in a 12-pt font or larger. Must have capability to allow All Parties Involved in the Administrative Proceeding to ? a. receive notification of the filing via electronic mail, and b. receive electronic service of the pleadings. Must have capability to allow the Public to ? a. access the docket electronically on the SEC public website, and b. retrieve pleadings based on a search inquiry that pertains to document text. Must be 508 compliant. OTHER INFORMATION: a. The contractor will maintain and store the SEC data. b. The contractor will store and archive SEC data associated with the hosting service in XML-formatted images on compact disk. b. The data produced must be compatible with government standards and with databases that use the HTML format. c. The contractor must provide an integrated backup for 3 years, off-site in an environmentally controlled and secure location. d. User access will be 24 hours a day, 7 days a week, except for periods of routine or emergency maintenance and updating. e. Help Desk support will be on all Government business days, 9:00 AM to 5:30 PM ET, Monday ? Friday. f. Testing is required. g. Training is required. h. Online help is required. i. The SEC anticipates award of a firm fixed-price for one base year to include the COTS/GOTS software, hosting, testing, training and support and four (4) one-year options for hosting, maintenance and support. IF YOUR SOFTWARE SOLUTION IS NOT CURRENTLY IN PRODUCTION AND OPERATING VIA EXTERNAL HOSTING IN AT LEAST THREE (3) FEDERAL, STATE, OR LOCAL COURTS, PLEASE DO NOT SUBMIT A PROPOSAL. THIS IS AN ESSENTIAL REQUIREMENT.
