Description
THIS IS A ?NOTICE OF INTENT? AND NOT A REQUEST FOR PROPOSAL. A SOLICITATION IS NOT AVAILABLE AT THIS TIME. TELEPHONE INQUIRIES WILL NOT BE ACCEPTED. The Social Security Administration (SSA), Office of Acquisition and Grants/Division of Information Technology (IT) Support Services, Baltimore, MD anticipates awarding a single, hybrid (fixed price, labor hour and/or time and materials) contract on a noncompetitive (sole source) basis to Software Migrations Limited (SML), 3 Sandridge Park, Porterswood, St. Albans, Hertfordshire AL3 6PH, England under the authority of Federal Acquisition Regulation (FAR) Part 6.302-1. This acquisition will be conducted in accordance with FAR Part 12, Acquisition of Commercial Items, and FAR Part 13, Simplified Acquisition Procedures. The estimated period of performance for the services described herein is a one year base period and four one year options. The North American Industry Classification System (NAICS) code is 511210/Software Publishers with a size standard of $23.0 million. Market research conducted by the Government has determined that SML is the only source with the capability to provide the following products and services: 1. Licenses, inclusive of maintenance, for a Code Analysis Tool (CAT) ? Software that SSA personnel will use to process SSA?s 1,602,000 lines of IBM High Level Assembler (IBM HLASM) source code and create program documentation for it; 2. Technical training for SSA personnel on the use and administration of the CAT. Converting the 1,602,000 lines of IBM HLASM source code into IBM Enterprise COBOL 3.4 for z/OS; and 3. Services to generate traceability documentation that identifies the relationship between the lines of the IBM COBOL and the contents of the program documentation generated by the CAT. A determination by the Government not to compete this proposed contract based on responses to this Notice of Intent is solely within the discretion of the Government. Any information submitted by respondents to this Notice of Intent is strictly voluntary and the Government will not pay for any information submitted. Contractors who believe they possess the expertise and experience shall submit technical capabilities in writing (not to exceed five (5) pages) to: Melinda ?Miki? Lewis at the Social Security Administration via email at Melinda.lewis@ssa.gov. Responses shall be received no later than (NLT) 3:00 p.m. local prevailing time (LPT), August 14, 2007. All documentation shall become the property of the Government. This Notice of Intent neither constitutes a Request for Proposal, nor does it restrict the Government to a particular acquisition approach.
