- The National Institutes of Health (NIH), National Institute of Child Health and Human Development (NICHD) intend to procure the services of the University of Florida, P.O. Box 100294, Gainesville, FL 32610. The Institute intends to procure these services by other than full and open competition under the authority of the Federal Acquisition Regulations (FAR) 6.302. The service is for Laboratory Analysis of Serum Samples for Interferon-Inducible Chemokines and Miscarriage Study. The Division of Epidemiology, Statistics and Prevention Research (DESPR) requires the laboratory measurement of panel of chemokines in 880 serum samples collected from women who participated in the Collaborative Perinatal Project between 1959 and 1966. The University of Florida laboratory is already in possession of the serum sample to be analyzed as a result of previous contractual work supported by the NICHD. This notice of intent is not a request for competitive proposals. However, if any other interested party believes that it can meet the requirements it may submit a statement of capabilities. Capability statements and related materials must be received in this office by 3 p.m. EST on or before August 22, 2007 to be considered by the Government. Fax and email capability statements are not accepted. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. PLEASE NOTE: In order to receive an award, contractor must be registered and have valid certification in the Central Contractor Registration (CCR) (http://www.ccr.gov).
