Description
The National Cancer Institute (NCI) plans to procure on a sole source basis with Department of Health Administration and Policy, College of Health and Human Services. George Mason University for services regarding the Use of Instrumental Variable Methods in Evaluating Cancer Outcomes. The North American Industry Classification System Code is 541690 and the business size standard is $6.5M employees. The supplies and services herein are being procured in accordance with the simplified acquisition procedures authorized by FAR Part 13.106. The purpose of this procurement is to: 1) Produce a comprehensive working paper evaluating different analytic techniques, including instrumental variable methods, on use of treatment and survival among newly diagnosed cancer patients; 2) Illustrate the uses and implications of the different methods by estimating alternative models of the relationship between practice patterns and survival for a cancer and treatment with known outcomes based on randomized controlled trial findings and; 3) Develop materials for SEER-Medicare users about instrumental variable techniques that can be accessed through the website, and possibly included in SEER-Medicare trainings. The laboratory within the Department of Health Administration and Policy, George Mason University research, emphasizes empirical analysis of various issues in health care organization and financing. Much of this work has analyzed large data bases such as national household and physician surveys, Medicare claims and national hospital data in order to understand patient, provider, and system responses to policy changes. There are no known sources with the breadth and depth of knowledge in methods in health economics and their use in the Medicare population. The laboratory?s experience in health economics and health services research provides them with the only known unique skills required to perform the services required. Period of Performance shall be September 1, 2007 through May 31, 2008. This is not a request for competitive quotation. However, if any interested party believes it can meet the above requirement, it may submit a statement of capabilities. The statement of capabilities and any other information furnished must be in writing and must contain material in sufficient detail to allow the researcher to determine if the party can perform this requirement. An original and one copy of the capability statement must be received in the contracting office by 1:00 pm EST on August 22, 2007 to Malinda Holdcraft, Contract Specialist. It is the vendors? responsibility to call 301-402-4509 or email the aforementioned individual to insure questions have been received. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. No collect calls will be accepted.
