This is a SOURCES SOUGHT SYNOPSIS. THERE IS NO SOLICITATION AVAILABLE AT THIS TIME. REQUESTS FOR A SOLICITATION WILL NOT RECEIVE A RESPONSE. Any information submitted by respondents to this synopsis is strictly voluntary. This synopsis does not constitute a Request for Proposals (RFP) or an Invitation for Bids (IFB), nor does its issuance restrict the Government as to its ultimate acquisition approach. The Government will neither award a contract solely on the basis of this notice, nor pay for any information that is submitted by respondents to the Sources Sought request. This Sources Sought Synopsis is in support of a market survey being conducted by the United States Air Force to determine potential sources capable of fulfilling a Foreign Military Sales (FMS) requirement for providing off-the-shelf Control and Reporting Center (CRC) Systems. The primary system objective is to generate and display a real-time national air picture using source data that may include pri mary and secondary radar plot data, radar track data, flight plan data, and other airspace management information. The secondary system objective is to provide automated capabilities that support guidance and control of aircraft and ground-based air defense systems. The third objective is to interoperate (exchange data) with other installations or similar systems. Request firms having candidate systems provide the following information pertaining to the capabilities and availability of such candidate systems: Provide an overall system description, including intended use and air surveillance and air control functions. Provide system performance specifications and capacities (e.g., workstations, plots, tracks, flight plans, interfaces by type) to the extent possible. Identify whether source code is or will be made available to the procuring activity or end user. Identify system hardware and operating system software configuration. Identify quantity and type/format of system i nterfaces, including tactical data links, radar interfaces, flight pla n interfaces, etc. Identify hardware and software maintenance concept. Identify training requirements, based upon previous fielding experiences. Identify where this system is or has been in use. Provide whether system licensing is required, if so, whether site or national licenses are available. Provide expected lead time required for delivery, fielding and training. An ESC Ombudsman has been appointed to consider and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. Before consulting the Ombudsman concerned parties should first address their concerns, issues, disagreements, and/or recommendation to the Contracting Officer for resolution. In addition, AFFARS 5352.201-9101, Ombudsman, will be included in this acquisitions solicitation and contract. Interested potential sources shall submit their formal reply to this notice in writing, within ten (10) working days of publication of this announcement. The formal reply shall include a statement of interest, statement of qualifications, and a statement as to whether the offeror has any existing contracts where this effort would fall within the existing scope. Please limit responses to 10 pages. If more than 10 pages are submitted, only the first 10 pages will be reviewed. The Government will use the information obtained from this market survey to evaluate the capabilities of the marketplace. All small business and disadvantaged sources should identify themselves as such and provide their company's name, address, telephone number, and a Point of Contact (POC). Any proprietary information submitted should be identified as such. Interested firms should submit their written responses to the contracting officer, Mark D. The Government will not reimburse respondents for any cost associated with submission of the information being requested or reimburse expenses incurred to interested parties for responses to this survey.
