- This solicitation includes a HUBZone Evaluation Preference which applies to all offers except offers from HUBZone small business concerns that have not waived the evaluation preference and otherwise successful offers from small business concerns. Funds are not presently available for this project. In the event current fiscal year funding does not become available, the requirement will be funded with next year's funds contingent upon appropriation by Congress. The approving authority certifies that the requirement has a high enough priority to ensure that it will not be cancelled. Single award acquisition will be made as a result of a best value determination using Lowest Price Technically Acceptable (LPTA) techniques. Evaluation criteria for technical acceptability will be set forth in Section M of the solicitation. THIS PROJECT INVOLVES the contractor providing all labor, materials, tools, equipment, permits, and transportation necessary to upgrade the fire protection system/sprinklers, and communication fiber optic cable; reconfigure the existing building where it intersects with the new building, by creating three small offices and a corridor; and constructing a 3,000 S.F. reinforced concrete slab on grade addition to include classrooms, restrooms, offices, break area, HVAC system, sprinklers, sidewalks, associated utilities and site improvements to Bldg 415 on Youngstown Air Reserve Station at Vienna Ohio. The project also includes removing an existing asphalt driveway and a portion of the existing asphalt parking lot in the area of the new building and providing new parking striping, new grassed and landscaped areas, and minor site grading. The work includes, but is not limited to selective building demolition; concrete work; masonry; carpentry work; shop-fabricated wood trusses; thermal and moisture protection; asphalt shingles; metal wall panels; doors; blast-resistant aluminum windows; tiling; carpeting; wall coverings; painting; markerboards; accordion folding partitions; projection screens; window blinds; fire protection; wet-pipe sprinkler system; plumbing; HVAC and electrical work. The magnitude of this project is between $500,000 and $1,000,000. This project is located at the 910 Airlift Wing (AFRC), Youngstown Air Reserve Station, 3976 King Graves Rd, Vienna OH 44473-5931 (Trumbull County). Total contract performance period is 270 calendar days from date of receipt of the notice to proceed. The resultant award will be a Firm-Fixed Price contract. The NAICS Code is 236220; the Size Standard is $31 million average annual receipts over the past three years. Paper copies of the solicitation will not be provided as these documents, which include the solicitation, drawings, and specifications, can be downloaded from the FedBizOpps (FBO) at http://www.fbo.gov and should be available on or about 23 Aug 07. Once the solicitation is posted, it is incumbent upon the interested parties to review this site frequently for any updates/amendments to any and all documents. The closing date for submission of offers is estimated to be on or about 24 Sep 07 and will be contained in the solicitation package. To be included on the Potential Prime, Subcontractor, and/or Supplier List, interested parties should identify themselves by registering on the Interested Vendors List (IVL) found on the FBO website. Contractors are also requested to identify if they have other designated size standards besides HUBZone (i.e. Small, Woman Owned, 8(a), Service Disabled Veteran, etc.). Contractors are advised that in order to receive an award as the prime contractor, they must be listed in the Central Contractor Register (CCR) database; failure to register will disqualify a contractor from award should the contractor be selected and not registered. Contractors may register via the Internet CCR website at http://www.ccr.gov . Registration may take up to three weeks to process. Recommend registering immediately in order to be eligible for timely award. Contractors are also advised that they must register with the Online Representations and Certifications Application (ORCA), or risk having their proposals declared non-responsive. ORCA replaces most paper-based certifications and representations previously found in Section K of contractor proposals. Prospective contractors must complete electronic annual representations and certifications at http://orca.bpn.gov . Site visit information will be provided in the bid package; prime contractors, subcontractors and/or suppliers may attend the site visit. All responsible sources may submit a proposal, which shall be considered by the Air Force Reserves. The response date cited above is an estimate, not an actual. The government reserves the right to cancel this solicitation, either before or after bid opening, with no obligation to the offeror by the government.
