Description
THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. This is a notice of intent to award a sole source contract under statutory authority 10 USC 2304(c)(1), set forth in Federal Acquisition Regulation 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. United States Special Operations Command (USSOCOM), 7701 Tampa Point Blvd, Tampa, FL 33621, requires 300 Good Mobile Defense Extended Variable technical support. The 6th Contracting Squadron intends to make an award to Good Technology Inc, 4250 Burton Dr., Santa Clara, CA 95054. Interested parties may e-mail nathan.bowles@macdill.af.mil or fax 813-828-5111, SrA Nathan Bowles, not later than Monday 14 August, 2007; 10:00 a.m. EST. Per FAR Part 5.207-13(e) Fed Biz Ops Numbered Note 22 applies and is modified to read: 22. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within six days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. V. DEMONSTRATION THAT THE CONTRACTORS UNIQUE QUALIFICATIONS OR NATURE OF THE ACQUISITION REQUIRES THE USE OF THE AUTHORITY CITED ABOVE (APPLICABILITY OF AUTHORITY) United States Special Operations Command believes that award to any other source would result in substantial cost to the Government that is not expected to be recovered through competition. Good Mobile Defense is a deployed capability supporting the wireless technology at various USSOCOM enterprise locations. This technology will be replaced by new technology to be released late in 2008 by DOD; USSOCOM has a requirement to sustain security controls on these devices until they are replaced with the new technology. The cost of implementing new technology and trying to disperse it across the enterprise would not be feasible or cost effective for the amount of time required to maintain this license agreement. Accordingly, Good Technology is the only firm capable of providing the maintenance described without the U.S. Government experiencing substantial duplication of cost that could not be expected to be recovered through competition. This signifies the only notice for resulting award which will be made upon closing pending any responses received and per FAR 52.232-19 Availabilty of Funds For the Next Fiscal Year.
