- The purpose of this notice for Request for Information (RFI) is to determine the capability of industry and to solicit comments on a requirements specification for an Unattended Ground Sensor (UGS). Supplemental information and Draft Specification i s available at the For Official Use Only (FOUO) level. Copies of the specification may be obtained by responders upon request. Respondents should direct questions, requests for information, and responses regarding this RFI to Mr. Steve Persaud, DoD Count er NarcoTerrorism Technology Program Office (CNTPO), 540-284-0686 or 540-653-2374. Respondents must provide verification that they have appropriate information safeguards for handling and storage of FOUO information before receiving draft specification. Non-US companies are also invited to respond. Respondent, home office location, and point of contact are required for verification. The overall requirement is for an Unattended Ground Sensor (UGS) that can detect, classify, and report human activity in remote areas. Examples of activity includes detection of vehicles, aircraft landing and departing, people movement on land and boat mo vement on rivers. The system may have different configurations depending on the mission and target. All detection modes may not be required in all scenarios. The requirements are divided into thresholds and goals. Threshold requirements are those that are deemed as a required minimum capability to meet the operational need while goal requirements are desired capabilities that would enhance mission performance. Responses should provide information on the technology or concepts that may meet this need. T he Government is particularly interested in technologies and concepts that are considered to be emerging or currently available that would require minimal or no additional development. The Government is interested in comments from industry on the draft sp ecification in regard to its overall feasibly vis-?-vis current technology and the level of effort required to achieve the thresholds and goals. In addition, the Government invites recommendations for changes to this specification or alternate approaches that would result in a specification for a device capable of being built using current technology within the next 6-12 months. Individual responses shall be properly marked for security and proprietary material. The responses should address the following : 1) Basic concept or technology description, including: Description of concept or technology, an assessment of the Technology Readiness Level (TRL) for the system or subsystems, identification of technology and program risk areas, a notional development and test schedule, and an estimated ROM and unit cost. 2) Draft Specification Comments including: Comments and recommendations on the draft specification including: the feasibility of individual requirements, the feasibility and risks associated with integrating the technology necessary to meet all require ments into a system, and the identification of specific requirements that are deemed as the major cost or risk drivers for the system. 3) Overall assessment of the level of effort, ROM cost, and Notional schedule that would be required to develop a system that could meet the threshold requirements as provided if additional research and development is deemed to be necessary. This announcement is a Request For Information (RFI) only; it is not a notice of solicitation or Request For Proposals (RFP). The Government will not pay for any materials provided in response to this RFI. Responses will not be considered as proposals nor will any award be made as a result of this RFI. Respondents will not be notified of the results of this review. Responses may form the basis for a future request for BAA white papers, follow-on studies, or Requests for Proposals (RFPs). RFI submissions will be handled by Government personnel. All information contain ed in the RFI is preliminary as well as subject to modification and is in no way binding on the Government. Responses are due by September 30th, 2007 midnight. Responses shall be submitted in MS Office Word. Provide one hard copy and an electronic version on CDROM. E-mail responses are permitted.
