- This solicitation will be issued as a HubZone Set-Aside. The estimated cost range is between $500,000.00 and $1,000,000.00. It is the intention of this solicitation to obtain a Redundant Chiller for Building 77L at the Philadelphia Naval Business Center, Philadelphia Pa. The work includes the installation of a new 275-ton air-cooled chiller located outside on a concrete pad at the northeast corner of Building 77L. New inline pumps, new automatic shut-off valves for sequencing the existing chiller and the new chiller, expansion tank and air separator shall also be provided. New chilled water piping connected to the existing 6-inch loop and new controls are required. Also, the project includes an access ladder and platform for AC-6. The North American Industry Classification System (NAICS) code is 238220 and the Small Business Size Standard is 13 million. Under FAR Guidelines, the prime contractor must have the capability to perform at least 20 percent of the contract work with his or her own employees. Per the Dept Collections Improvement Act of 1996, the DFAR requires all contractors to be registered in the Department of Defense Central Contractor Registration (CCR) Database. Be advised, failure to register in the CCR makes an offeror ineligible for award of DOD Contracts. There will be a pre-bid site visit. Information regarding this site visit, and access to the site is specified in the solicitation. In accordance with FAR 5.102(a) (7), availability of the solicitation will be limited to the electronic medium. Hard copies WILL NOT be available.
