- In accordance with Library of Congress Regulation 2110 and Federal Acquisition Regulation, Part 6, Subparts 6.301 and 6.302, the Library of Congress intends to contract non-competitively with the Internet Archive, a non-profit organization located at 116 Sheridan Ave., The Presidio of San Francisco, San Francisco, CA 94129 to assist the Library of Congress and participating Federal libraries in the digitization of public domain materials from their collections, with emphasis on materials that are in fragile or brittle condition, on materials that include fold-outs or other unusual format characteristics, and on bound materials published before 1923. The Library and participating Federal libraries will work with the Internet Archive to: (1) develop, test and implement processes and technologies for the efficient handling of such materials, for generating digital files that conform to Library of Congress preservation standards, for generating administrative and structural metadata that conform to Library of Congress standards, and for incorporating library-generated bibliographic data into the metadata; (2) develop, test and implement open source support applications for organizing and accessing the digital files; and, (3) to make the digital files freely available to the public via the Internet. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the government. In doing so, interested sources must submit technical capabilities, pricing, and other information that demonstrates their ability to meet the Library of Congress requirements. Detailed capabilities must be submitted to Joan Fitts, Contracting Officer, as specified. This synopsis is not to be considered a request for quotations or proposals. No solicitation document is available and telephone requests will not be honored. No contract will be awarded on the basis of offers received in response to this notice, but offers will be used to determine if a comparable source is available and more advantageous to the government.If no affirmative written response is received within 10 days from the publication of this synopsis, a contract may be issued to the Internet Archive without further notice. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
