- NASA/GRC has a requirement for 9X6 Panel Fabrication. This notice is a sole source, combined synopsis/solicitation for commercial item(s) prepared in accordance with the format in FAR part 12, as supplemented with additional information included in this notice. This procurement is being conducted under the Simplified Acquisition Procedures (SAP) set forth in FAR Part 13. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. NASA/GRC intends to purchase 6X9 Panel Fabrication for evaluation and testing at NASA Glenn Research Center, Cleveland Ohio, from Power Systems Composites LLC DBA GE Energy. The statutory authority permitting this other than full and open competition is 10 U.S.C.(c) (1) "...Only One Responsible Source." This notice is being issued as a Request for Quote (RFQ) for the 6X9 Panel fabrication for evaluation and testing. Statement of Work follows: Statement of Work: 6X9 Panel fabrication for evaluation and testing at NASA Glenn Research Center, Cleveland Ohio. Government Furnished Property: Woven Sylramic-iBN fabric will be supplied to Power Systems Composites LLC, DBA GE Energy. Lay-up, Coating, and Process Specifications: 1) Panels will be 8 ply lay-up of either 0/90 or 0-flip ply orientation. 2) Interface coating shall be Si doped BN, nominal 0.5 micron thickness. 3) Panels shall be partially densified with CVI SiC after Si-BN interface coating. 4) All panels shall be returned to NASA after partial SiC densification. The proposed schedule includes three weeks for mid-densification anneal which will be performed at NASA GRC by GRC employees. The annealed panels will be returned to GE. 5) Coupon machining shall be performed after mid-densification anneal. One panel shall be cut into a full map of TD-1 coupons (approx 15 coupons) and two panels shall be cut into MMSF coupons (approx 6 total?drawing showing specimen geometry provided by GRC). 6) A CVI SiC seal coat shall be applied after coupon machining. A copy of a published price list, catalog price or computer page printout showing the price for requested items may also be included if desired. (Note, the Contracting Officer may request this information if only 1 source provides a proposal). Offerors are encouraged to use the Standard Form 1449, Solicitation/Contract/Order for Commercial Items form. Offerors shall provide the information required by FAR 52.212-1 as amended and the following: 52.212-1 (b) amendment: All offerors shall include full and complete product specifications including technical specifications on all components. Offerors shall also include a list of at least three (3) recent sales of identical or similar equipment, including contact information for the customer, so the Government can verify past performance. If the end product(s) quoted is other than domestic end product(s) as defined in the clause entitled "Buy American Act -- Supplies," the Offerors shall so state and shall list the country of origin. Offerors must provide a completed copy of 52.212-3, Offeror Representation and Certifications - Commercial Items with their quote.
