Description
THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR A COMMERCIAL SERVICE PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6-STREAMLINED PROCEDURES FOR EVALUATION AND SOLICITATION FOR COMMERCIAL ITEMS-AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. SIMPLIFIED ACQUISITION PROCEDURES ARE USED IN THIS ACQUISITION AND THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION AND IS A REQUEST FOR QUOTATIONS (RFQ). A WRITTEN SOLICITATION DOCUMENT WILL NOT BE ISSUED. The RFQ document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-18. The associated NAICS code for this acquisition is 541330. The National Institute of Standards and Technology (NIST) requires engineering services to perform a Pilot Paper Machine Upgrade Study and anticipate an award sometime in the August/September 2007 timeframe. All interested offerors shall provide a quote for the following services: BACKGROUND: Project 8500421 in the NIST Materials Science and Engineering Laboratory has operated a pilot scale Rotoformer/Cylinder (R/C) paper fabrication facility manufactured by the Sandy Hill Corporation since installation was completed in the 1970??s. The increasing age of this machine combined with the normal attrition of the Sandy Hill machine designers and the NIST staff that were knowledgeable in operation and maintenance of such have contributed to an increasing concern for the reliability of this equipment. This concern for the R/C machine reliability has prompted this proposed study to complete an engineering analysis of the current process equipment, controls, and performance and subsequently, to evaluate what upgrade paths are feasible to achieve various optional process goals. OBJECTIVES: A detailed engineering analysis and upgrade feasibility study of the current NIST R/C paper machine with sheet width ?? 635 mm (25 in), line speed ?? 15 to 21 mm/s (35 to 50 ft/min), and operation period ?? 16 hours / week (2 days / week @ 8 hours / day). This upgrade study shall define process requirements, options, and design criteria, and identify areas in the R/C paper machine process where improvements are needed to meet future process performance requirements. This study will include an analysis of current paper quality objectives, the type of paper fiber supply, paper stock preparation, stock refiners, wet end process equipment, the various press rolls, dryers, and finishing rolls. Initially an R/C paper machine design criteria and production analysis is to be completed. This requires the definition of the R/C machine base case using current machine data and projecting future machine performance requirements. The resulting data will be used to establish the needed upgrade objectives to meet these requirements. Following this production analysis, a list of technical options shall be developed. This study shall address all aspects of the current R/C machine operation with the following Feasibility Study Deliverables: Statement of Objectives; Executive Summary; Design Criteria; Process Description; Feasibility Site Work/Utilities; Feasibility General Arrangements; Paper Machine Process Balance and General Flow Diagram; Feasibility Equipment List; Discipline Scope ?C Mechanical, Structural, Controls, Electrical; Total Installed Feasibility Cost Estimate - ?? 40 %;Feasibility Schedule. CONTRACTOR REQUIREMENTS AND DELIVERABLES: The contractor shall supply to the Government the completed feasibility study printed on ??letter?? size paper with all pages assembled within a ??3-ring?? style folder or bound in a book style report. GOVERNMENT RESPONSIBILITIES: The Government will provide the required machine specifications or operating parameters that are specific to the NIST R/C paper machine (Sandy Hill Corp. Serial No. 124). INSPECTION AND ACCEPTANCE CRITERIA: The completed feasibility study will be delivered to the Government six (6) weeks after receipt of order. Inspection and approval of the maintenance manual will be performed by the Contracting Officer Representative (COR) following delivery. The following provisions apply to this acquisition: 52.212-1 Instructions to Offertory-Commercial Items; 52.212-2 Evaluation-Commercial Items-the Government will award a contract resulting from this solicitation to the responsible offeror whose offer, conforming to the solicitation, will be most advantageous to the Government, price and other factors considered. Technical and past performance and experience are approximately equal when compared to price. The following factors shall be used to evaluate offers: Past Performance-35% - the technical proposal must include three (3) specific contract references and clearly address most recent experience (both Government and non-Government), contracts, subcontracts, and grants related to the pulp and paper industry and engineering studies for requirements of similar scope and complexity. The offeror shall include the name of the customer, including contracting agency, address, phone number, contract number, type of contract, dollar value, date of contract, period of performance, place of performance, and a brief description of the contract work scope and responsibilities; Past Experience-35%-Offerors shall include sufficient supporting data demonstrating the engineering and project management skills of the offeror??s staff. Offeror??s expertise in the design, operation, refurbishing and maintenance of pilot scale pulp and paper processing equipment will be the focus of the evaluation for this factor; Technical Capability-30%-Demonstration of technical capability shall be illustrated through technical descriptions, visual illustrations and a detailed explanation of the methodology to be used to produce the pilot paper machine study. Since the deliverables of this study will be primarily written reports, the offeror??s quote should include evidence of their abilities to organize and produce detailed and clearly written technical documentation on paper processing equipment and shall discuss current or proposed facilities and equipment that will be used for the performance of the acquisition; Price-(not scored)- the price evaluation, although not scored, will determine whether the proposed price is realistic, complete and reasonable in relation to the solicitation requirements. Proposed price must be entirely compatible with the technical components of the quote. The Government reserves the right to accept an offer and make award without discussions. 52.212-3 Offeror Representations and Certifications-Commercial Items. Offerors must complete annual representations and certifications on-line at http://orca.bpn.gov in accordance with FAR 52.212-3, Offerors Representations and Certifications- Commercial Items. If paragraph (j) of the provision is applicable, a written submission is required. All interested offerors shall submit their quotes as follow: 1) An original and three (3) copies as well as an electronic version in Microsoft Word and/or Excel documents, of the quote that addresses the requested services; and 2) A completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items. All quotes must be received by August 24, 2007 no later than 2:00 pm EST at the National Institute of Standards & Technology, Acquisition Management Division, 100 Bureau Drive, Building 301, Room B129, Mail Stop 1640, Gaithersburg, MD 20899-1640, Attn: Debra Ann Rosa. As a result of heightened security, FED-EX, UPS, or similar delivery methods are the preferred method of delivery of quotes. If quotes are hand delivered, delivery must be made on the actual due date through Gate A, and a 48 hour (excluding weekends and holidays) prior notice must be made to the Acquisitions Management Division at 301-975-6321. NIST is not responsible for late delivery due to the added security measures. In addition, offerors who do not provide 24-hour notification in order to coordinate entrance to the NIST campus must assume the risk of not being able to deliver offers/quotes on time. The Government is not responsible for the amount of time required to clear unannounced visitors, visitors without proper identification and without complete information that would allow delivery (i.e. point of contact, telephone POC, bldg., room number, etc.). If 24 hour notification was not provided, it is suggested your company representative or your courier service arrive at NIST at least 90 minutes prior to the closing time in order to process entry to the campus through the visitor center and complete delivery. Notice must include the company name, name of the individual making the delivery, and the country of citizenship of the individual. For non-US citizens, the following additional information will be required: title, employer/sponsor, and address. Please ensure that the individual making the delivery brings photo identification, or they will be denied access to the facility. Faxed proposals will not be accepted.
