Description
The Government intends to solicit and negotiate on a sole source basis with Kapow Technologies, 260 Sheridan Ave., Suite 420, Palo Alto, California 94306-2407 for the following requirement: STATEMENT OF WORK TO PROVIDE WEB SERVICES SOFTWARE AND TRAINING FOR HD.GOV BACKGROUND Guiding the conservation and wise management of the nation?s coastal resources is a primary function of the federal government?s National Oceanic and Atmospheric Administration (NOAA). This is accomplished through a variety of mechanisms, including collaboration with state and local coastal resource management programs. The Coastal Services Center (Center) is a division of NOAA located in Charleston, South Carolina. The Center supports coastal managers and natural resource agencies by facilitating access to and utilization of the most up-to-date technology, information, and management strategies available in the field of coastal resource management. This support is accomplished as the Center works with state and local programs to resolve site-specific issues. No project is undertaken at the Center without a state or local partner. Over 100 projects are ongoing each year. The technology created and the lessons learned from these efforts are then transferred to the rest of the nation?s coastal resource managers. Detailed information on the Center is available at www.csc.noaa.gov. An emerging need within the coastal management community has been the expressed interest in knowing more about the social, cultural and economic factors of managing our nations coastlines. Although the information and resources available in this field are limited due to the relative novelty of this field in the coastal arena, there are many non-coastal resources to draw from and a rich opportunity for partnerships and learning from each other to better understand the relationship between people and the coasts. The Center is working with staff from over 20 federal agencies, 15 universities, and many NGO?s who have programs focusing on the human dimensions of natural resource management to develop HumanDimensions.gov, an interagency web portal focused on the application of social science to natural resource management. The web portal will include case studies, agency specific information, tools, methodology, policy and legislation, publications, a forum, and more. This concept will essentially be to support a community of practice for those interested in learning more about social science tools and resources for natural resources. SCOPE OF WORK The purpose of this procurement is to assist the Center in developing HumanDimensions.gov (HD.gov). Specifically, the contractor will provide software for the Web portal. The software must extract, and integrate appropriate Web site content from partner agencies onto HD.gov. Software must be capable of extracting content in multiple formats including: text, charts, and photographs. Software must be able to extract Web-based tools and applications from partner Web sites and post to HD.gov. Additionally software must be able to apply results from one application to a secondary or tertiary application. REQUIREMENTS The Contractor must have expertise in software development, focusing on Web site content transfer, data integration, and the sequential co-dependent utilization of Web based applications. Additionally, the contractor must have the ability to demonstrate their product to audiences with wide ranging backgrounds and technical experience. Excellent communication skills, both written and oral, are required. TASKS This task requires the contractor to provide software for the application of Web services to partner agencies. Specific contractor responsibilities include: 1. Provide technical support as needed up to period of performance date. TRAVEL REQUIREMENTS The Contractor shall make independent travel arrangements and pay for any travel costs associated with the contract in accordance with federal travel regulations. No invitations travel will be issued to the Contractor. SECURITY REQUIREMENTS FOR INFORMATION TECHNOLOGY RESOURCES The C&A requirements of clause 73 do not apply, and a Security Accreditation Package is not required. OVERSIGHT AND ACCEPTANCE The NOAA Project Manager will provide oversight for all products and services under this contract. The NOAA Project Manager will review, approve and authorize payments based on partial invoices submitted by the Contractor to NOAA on a monthly basis. PERIOD OF PERFORMANCE The period of performance shall be from 09/24/2007 through 04/04/2009. In order to comply with the debt collection improvement act of 1966, all contractors must be registered in the central contractor registration (CCR) to be considered for an award of a federal contract. The FSC for this is 7030 and the NAICS Code is 518112, small business size standard is $6.5 million. The government intends to award a firm-fixed price purchase order for this requirement. Kapow Technologies is the only known source capable of providing the required customer support service. This requirement is to support software already provided and developed by Kapow for the HumanDimensions.gov web portal. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302(c)(1). Interested persons may identify their interest and capability to respond to the requirement or submit a proposal. This notice of intent is not a request for competitive proposals. However, all proposals received by 4:00 P.M. August 20, 2007 will be considered by the government. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. Evidence must be provided of ability to provide the required Support Service. Responses to this notice, if any, must show clear and convincing evidence that competition would be advantageous to the government.
