Description
The National Institutes of Health (NIH) National Institute Diabetes and Digestive and Kidney Diseases (NIDDK), intends to procure a LAS-3000 Multi-Functional Imaging System from Fujifilm, 419 West Avenue, Stamford, CT 06902. The Institute intends to procure this system by other than full and open competition under the authority of the Federal Acquisition Regulations (FAR) 6.302. The requirements necessary are (1) System uses a 3.2 Million pixel super CCD detector with octagonal pixels (6.3M max pixel density for ? 3072 x 2048- interpolated result) in a honeycomb array; (2) Pixel Size 10.75 x 10.75um; (3) System uses the F.85 Fujinon high sensitivity lens for low light detection; (4) True 16 bit image capture and analysis; (5) System can be cooled minus 35 degrees by Peltier (electronic) plus a cooling fan; (6) Standard: EPI-illuminator for fluorescence array of Blue LEDs (460nm) Optional: Green LEDs (520nm), Red LEDs (630nm). UV Transilluminator @ 312nm & Optional White light Diffuser; (7) System provides automatic and manual focus remotely controlled; (8) Four position adjustable shelf height for maximum sensitivity ? NO ZOOM LENS required; (9) Systems offers binning modes of 1x2, 2x4, 4x8 and 8x16 for improved signal response; (10) System provides exposure times from 1/100th sec to 30 hours; (11) Dark Frame correction is included in the system; (12) Flat Frame correction is included in the system; (13) Chemiluminescence, Fluorescence, Digitization (Coomassie Blue, Silver Stain, Film Documentation) methods; (14) Exposure modes include Precision, Increment, Repetition and a programmable multi-exposure mode; (15) Five position filter wheel, all filters available as options; (16) Image capture: Fujifilm Image Read (Mac ? and Windows ?) and (17) Image analysis: Fujifilm MultiGuage (Window ? ) or Mac ). The Fujifilm uses ScienceLab software which is proprietary software of Fujifilm. The Fujifilm LAS-3000 is the only instrument that runs the Scienclab software that can analyze files created on our old Fujifilm LAS-1000 and our FujiFilm BAS 2500. Fujifilm is the only known authorized distributor of their LAS-3000. This is not a solicitation for competitive proposals. However, if any other interested party believes that it can meet the requirements it may submit a statement of capabilities. The capability statement and any other information furnished must be in writing and must contain material in sufficient details to allow NIDDK to determine if the party can meet all of the foregoing requirements. Offers must also be accompanied by descriptive literature, warranties and/or other information that demonstrates that the offer meets all of the foregoing requirements. An original and one copy of the capability statements and related materials must be received in this office by 3 p.m. EST on or before August 23, 2007. Faxed and emailed capability statements are NOT authorized. All questions must be in writing and may be emailed to Tina Robinson @ robinsti@mail.nih.gov or faxed (301) 480-4226. It is the vendor?s responsibility to call 301-402-8778 and verify that questions were received. A determination to compete or not compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. The information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. In order to receive an award from the NIDDK, contractors must be registered in the Central Contractor Registration (CCR) www.ccr.gov.
