Description
The U.S. Coast Guard Naval Engineering Unit Honolulu intends to procure 20 Shibata rubber blocks to be used in Marine Ship Drydocking applications. At present, wooden blocks are usually used. The height and angle of the wooden blocks are adjusted to correspond to the dimensions of each docked ship. There has always been a need for blocks that do not need curved surface processing and that are reusable and the Government believes that these rubber blocks meet that criteria. It is the Government?s belief that Shibata Industrial Company of Tokyo Japan is presently the only manufacturer of these rubber blocks, therefore it is the Government?s intention to procure and test these rubber blocks on USCG ships. Here are the salient features: 1. Dimensions: 300mmW X 600mmL X 65mmT (12? X 24? X 2.25?) 2. Steel plate embedded in 5 ply fiber reinforced rubber parallel to the 12" X 24" surface no more than 0.250" thick. 3. Pads must have counter-bored holes IAW attached drawing. 4. The pad must have a maximum service load of 64.8 Ton/ft^2. 5. In parallel compression the pads can deflect no more than .315" under a 15 ton/ft^2 load. 6. In shear compression the pads can deflect no more than .354" under a 15 ton/ft^2 load. 7. Upon removal of load, blocks must return to their original shapes with no appreciable deformation. 8. Blocks must be seawater and weather resistant for a 10-20 year service life Any and all domestic concerns having the expertise and required capabilities to furnish the above items are invited to submit complete information discussing the same within 10 calendar days from the day this notice is posted. The information that must be submitted includes: (1) Complete and current engineering data to demonstrate the acceptability of the offered material (i.e., salient physical, functional, and performance characteristics) and/or (2) Data that the offered material has been satisfactorily manufactured for the use of other Government contracts. This data must include sufficient information to allow the Coast Guard to evaluate the information relative to the above requirements. If not response are received within ten (10) calendar days with sufficient information to determine that another responsible source is available, the rubber blocks will be procured from Schuyler Rubber Company, Inc., 16901 Wood-Red Rd. NE, Woodinville, WA 98072.
