Description
. The U.S. Coast Guard Engineering Logistics Center (ELC), Baltimore, MD has a requirement to issue a Requirements Type Contract, Firm Fixed Priced, from date of award for base year with options to renew for four (4) additional years is anticipated. This requirement will be issued as a Request for Proposal (RFP) and will be evaluated on the lowest price, technically acceptable item. RFP is for various sizes and colors of retro-reflective films (letters and numbers) for use on marine aids to navigation (164 line items) in estimated annual quantities. All to be manufactured in accordance with Coast Guard specification number P-630-301 dated November 2006. Solicitation will be issued using non-Commercial Procedures in accordance with FAR part 15. The applicable North American Industry Classification (NAIC) is 322299 and the size standard is 500 employees. To ensure compliance with specified requirements, first article tests will be performed on first articles before production is authorized. The solicitation, specification and associated drawings and documents will be available for download from http://www.fbo.gov. on or about 10 September 2007. This date is estimated at best. The closing date for receipt of offers is contingent upon the release of the solicitation but is estimated to be 11 October 2007. It is incumbent upon potential offerors to monitor the FedBizOpps system for the RFP, Coast Guard specification and all subsequent amendments. This synopsis is issued pursuant to FAR 6.302-1 and HSAM 3006.302-1. For information regarding this acquisition contact the Contract Specialist listed herein. Requests for copies of the solicitation and associated documents are NOT available to be mailed. First Article delivery is required delivery 30/45 days after receipt of a delivery order. Production delivery is required 45/90 days after receipt of delivery order after the acceptance of first articles. FOB: Destination, U.S. Coast Guard Engineering Logistics Center, Baltimore, Maryland 21226-5000. Packaging/packing shall be in accordance with ASTM-D3951 ?Standard Practice for Commercial Packaging?. Marking shall be in accordance with MIL-STD-129 and bar coding is required and shall be in accordance with U.S. Coast Guard Bar Coding Specification number D-000-0100 Revision F dated 06/00.
