Description
Description: The Bureau of Alcohol, Tobacco, Firearms, and Explosives (ATF) intends to negotiate on a sole source basis with Bruker AXS Inc., 5465 East Cheryl Parkway, Madison WI, 53711-5373, to provide AXS D8 Discover X-ray Diffractometer with a General Area Detector Diffraction System for the Laboratory Services Division. The AXS D8 Discover X-ray Diffractometer is a unique instrument in the scientific examination and identification of a variety of materials, to include explosives and explosives residue, which may be found in pre- or post- blast explosives evidence for ATF laboratories. The XRD meets the following requirements: a. The instrument must have microdiffraction capabilities b. The instrument must have a modular design for interchange of optics c. The instrument must have image and data recording capabilities d. The instrument shall be compatible with the most current XRD system employed in the ATF laboratory system to satisfy the goal of instrumentation uniformity between all ATF forensic laboratories. This is critical for sharing technical information and joint methods development between the laboratories. e. The instrument must have the two-dimensional HiStar detector and laser-video targeting system for fast and two-dimensional detector available for collection of diffraction data. f. The system must have the patented laser- video cross hair targeting system, which permits collection from samples or spots as small as 10 microns and simultaneously records both image and data. For forensic applications, this provides an unquestionable record of evidence. g. The system must have the HI-STAR Super Speed detector, a two-dimensional detector, which is the fastest and most sensitive detector available from any x-ray diffraction system manufacturer. It has 80% quantum efficiency, collects up to 65 degrees 2 theta, and in conjunction with laser/video provides real time data collection and display. This procurement utilizes the procedures under FAR Part 12, Acquisition of Commercial Items. Vendor must be registered in the Central Contractor Registration Database at www.ccr.gov to receive this award. Award will be made on an all or none basis.
