The United States Government, represented by the Department of State, is seeking proposals (OF 612?s) from U.S. citizens interested in providing the PSC services described in the attached. SOLICITATION NUMBER: PSC-07-043-INL ISSUANCE DATE: 08/09/2007 CLOSING DATE/TIME SPECIFIED: 08/27/2007 FOR RECEIPT OF APPLICATIONS: 16:00 PM ET POSITION TITLE: REGIONAL GANGS ADVISOR MARKET VALUE: FS-02 (Equivalent GS-13) PERIOD OF PERFORMANCE: October 2007 through October 2008 extendable as required. PLACE OF PERFORMANCE: TBD (Even though the location of this position has not been determined at this time; the Department of State fully intends to locate the position in a South American country.) JOB DESCRIPTION: See below STATEMENT OF WORK A. General Statement of the Purpose of the Contract The Department of State, Bureau of Narcotics and Law Enforcement (INL) will fund a program to enhance the capacity of governments in the Central American Region to combat youth gang crime and prevent youth from being drawn into gangs. Initial activities will focus on Guatemala, Honduras, El Salvador and limited regions of Mexico. INL intends to contract for the services of a regional gangs advisor to manage a program of assistance to Gang Units, police, and other justice sector entities involved in reduction of gang-related crime and violence. B. Statement of Duties As Regional Gangs Advisor, the contractor will have the following responsibilities: Conduct an assessment of the organizational and operational capacities of anti-gangs units and other justice sector entities combating gang-related crime and violence in Guatemala, Honduras, and El Salvador, with a later assessment in Mexico (four related assessments). The assessments will be designed to evaluate the institutions? ability to identify, detain and convict criminal leaders and identify and promote prevention mechanisms. It will include the institutions? ability to interact and problem solve with impacted communities and to coordinate with counterpart organizations in other countries of the region and of the United States. The assessment will identify specific training and technical assistance needs. Assessments of the first three countries will be completed within six months of advisor?s becoming established at post. Mexican assessment will be coordinated with Mexico mission. Based on the assessment, in consultation with host country authorities and INL representatives in the named countries, develop a plan for training and technical assistance on an individual country and regional basis. Training plans will be completed within three months after assessments, and will include identification of training resources and a plan to identify individuals and units to be trained. Provide technical assistance to appropriate ranking law enforcement and other justice sector officials to develop a long-term strategy to strengthen the anti-gang units and activities. In conjunction with host country and other USG organizations, evaluate the most effective way to increase availability of information on criminal gang members. This will include tools such as improved analysis of fingerprints and case databases. The goal will be to increase regional and U.S. access to accurate information. Provide advice and assistance in preparation of documentation for procurement of technical services, training and commodities and the monitoring of procurement actions, including drafting source-origin waivers, bid solicitations, scopes of work, and delivery and acceptance of items procured. This includes, equipment, including hardware and software, needed to facilitate information sharing, such as fingerprint analysis tools and case information tools. In coordination with INL, facilitate the implementation of the training and technical assistance, including monitoring and evaluation of effectiveness of interventions. In coordination with INL, implement anti-gang prevention activities, ensuring that law enforcement and prevention activities are part of an integral program. In coordination with INL, provide support to other USG anti-gang programs in the region on an as-needed basis. Provide input to INL for the F Budget process, including development of operational plans. MINIMUM QUALIFICATIONS United States Citizen, eligible for a State Department Secret-level security clearance. Ability to write and speak Spanish at a minimum of level 3+/3+. Demonstrate relevant work experience including experience working with Central American Gangs, particularly in the areas of law enforcement programs; experience working in Central America; and experience with capacity building, especially law enforcement training. Demonstrated experience in managing program resources in an overseas environment, including project analysis, design, implementation and evaluation. Bachelors Degree from an accredited institution and/or 20 years related law enforcement experience. Typing and basic computer skills for information technology and management systems. Ability to reside full-time in El Salvador, Guatemala or Honduras for the duration of the contract, and to undertake extensive travel in the Central America region. EVALUATION CRITERIA 1. Offeror?s relevant experience in planning and developing anti-gang strategies and programs and ability to coordinate with host country justice sector and prevention officials, other USG agencies, and Civil Society Organizations. This includes demonstrated communications and liaison skills appropriate for work with a wide variety of both governmental, public and private sector representatives. Offerors with specific experience working with anti-gang programs in Central America will be given an additional five points. (40 points) 2.. Offeror?s relevant experience in capacity enhancement (training/technical assistance/analysis) with law enforcement in Central America. (25 points). 3. Offeror?s knowledge of program management policies, concepts, practices and principles in order to analyze and develop recommendations for program implementation and objectives of the USG, including knowledge and experience in U.S. Government regulations, standards of conduct and ethics. This will be determined based on relevant experience and track record. (20 points). 4. Applicant?s demonstrated ability to perform under the contract. In conducting the evaluation the Government reserves the right to utilize all evaluation information available at the time of evaluation, whether provided by the applicant or obtained from other sources.(15 points). COMPENSATION Compensation for the position will be negotiated as follows: Level of experience will dictate the salary level within the grade range. Entry-level salary will normally be at the first step of the grade range for the position. However, consideration will be given to the successful applicant?s experience that is specifically relevant to the position to be filled. Number of years of relevant experience will determine at what step within the grade range the successful applicant will be compensated.
