Description
DESCRIPTION The 12th Contracting Squadron, Randolph AFB TX, has a requirement to procure upgrades to existing Maponics? flash-based mapping software and an annual maintenace agreement. This is a Brand Name requirement. This software will allow users to browse demographic data within designated United States Air Force organizations? (4 Groups, 28 Squadrons, 224 Flights) and 1,200 individual recruiters? areas of responsiblity. This is a combined synopsis and solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 and 13.5 as supplemented with additional information included in this notice. The solicitation document and incorporated provisions and clauses that are in effect through Federal Acquisition Circular (FAC) 2005-18. This announcement constitutes the only solicitation; offers are being requested and a written subsequent solicitation will not be issued. This solicitation is issued as a request for quotation (RFQ). The government intends to award a firm-fixed price contract to the responsible offeror submitting the quote that provides the best value to the government. This requirement is a 100% Small Business Set-aside. Email is the preferred method. //// Previously purchased software: MAPONICS; Flash-based map annual software license and maintenance support agreement (Brand Name MAPONICS) which will allow users to browse demographic data within designated United States Air Force organizations? (4 Groups, 28 Squadrons, 224 Flights) and 1,200 individual recruiters? areas of responsibility. The user must be able to log-on to a website and access a United States map in which they click (with computer mouse) their way to applicable demographic data assigned to that unit (organization or individual recruiter billet). The demographic data will be required for all 50 states and territories EXCEPT for Puerto Rico and Guam. In addition, users must be able to navigate through key demographic information for selected geographical areas by selecting applicable ZIP codes. User or HQ AFRS must have edit capabilities and the ability to combine recruiter zones and ZIP Codes. The demographic data, provided by the contractor, must include the following: (1) Total Population (Ages 17-28) by gender and race; (2) Median household income: (3) All high school and college locations along with the names and addresses of the high schools/colleges; (4)Total number of media outlets; (5)Number of high school seniors; (6) Number of high school juniors. The contractor will deliver this project as a Macromedia Flash file (*.swf). This platform must be built on Flash and xml that can easily be placed into a standard web page and then placed on Air Force Recruiting Service Xtranet for full accessibility. Delivery will be 60 days from award date. Update of all demographic data will be required approximately 180 days from award date, give or take ten days. DESCRIPTION OF SUPPLIES 0001, SCOPE A: New geometry layers required: Squadron labels; Flight labels: Billet labels; ZIP Code labels (PO boxes excluded, only for ZIPs in USAF data); all are centroid based Codes within Flash map. 0002, SCOPE B: Set-up Coding: Monthly update of all ZIP to Billet assignments -- Because of the nested structure and dependencies, this means regenerating all the polygonal layers and all labels listed in Scope A. This monthly update will require an entire new set of ALL USAF geometry to be generated every month. It also means retagging all schools so they show up in the right areas. Our base ZIP geometry will also need to be rerun each time, as new ZIP codes are added/dropped/replaced by the USPS.
