- Notice Of Intent To Award A Sole Source Contract The United States Army Contracting Agency Southern Region, Yuma Directorate, Yuma Proving Ground (USAYPG), Arizona, intends to negotiate a sole-source award with Monosol, LCC, 701 County Line Rd., Portage, IN, 46368, pursuant to FAR 6.302-1, Only One Res ponsible Source and No Other Supplies or Services Will Satisfy Agency Requirements, under the authority of 10 U.S.C. 2304(c)(1). This will be a commercial acquisition using simplified acquisition procedures for commercial items per FAR 12 and FAR 13.5. T he proposed contract action will be for material and technical services to develop a methodology needed to test dust suppressant products under controlled, repeatable conditions for use in high dust terrain locations such as Iraq, and Afghanistan. Congres sional plus-up funding is provided to initially test a registered trademarked, patent pending dust abatement product from Monosol, LCC as part of the development of test methodology for future testing of dust suppressant products. The methodology develope d will be used to evaluate the safety, performance, and storability of all types of dust suppressant products in the future. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. Interested persons may identify their interest and capability t o respond to the requirements or submit proposals within 7 days of synopsis publication to the Contracting Office POC listed below. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. If you feel that your firm possesses the ability to provide these services, then you must re spond by 16 Aug, 3:00PM MST.
