Description
Project Title: Houston-Galveston Navigation Channels, Texas in Galveston County, Texas. Bolivar Circulation Channels and Ponds, Pipeline Dredging. The U.S. Army Corps of Engineers, Galveston District has a requirement for the above subject. This is not a Solicitation Announcement and is not a Request for Proposal and does not obligate the Government to any contract award. The purpose of this Sources Sought synopsis is to determine interest and capability of potential qualified Small Business Adminis tration (SBA), Certified 8(a) Small Business, Hubzone Small Business, and Service Disabled Veteran-Owned Small Business firms relative to the North American Industry Classification Code (NAICS) 237990. The Small Business Size Standard is $18.5 Million. T o make an appropriate acquisition decision for the above project, the Government will use responses to this sources sought synopsis. The order of magnitude for this effort is $1 Million to $5 Million. Brief Description of Work: The work consists of the contractor shall provide all plant, labor, equipment and materials to dredge approximately 200,000 cubic yards of dredging inter-tidal creeks and ponds in the Bolivar Marshes with an 8 or 10 inch swingin g ladder or conventional hydraulic cutterhead dredge. This work will require excavation of soft, silty mud and transporting this material approximately 3,000 feet into a confined Placement Area. The contractor will be required to commence work within ten (10) calendar days after acknowledgement of the Notice to Proceed and complete this work within 210 calendar days after acknowledgement of the Notice to Proceed. The contractor shall pay liquidated damages to the Government in the amount of $808.00 for eac h calendar day of delay until the work is completed or accepted. NOTE: To be considered small for purposes of Government procurement, a firm must perform at least 40 percent of the volume dredged with its own equipment or equipment owned by another small dredging concern. Qualification Criteria: Responses to this source sought shall provide information that indicates the contractor has the experience, dredge plant, and equipment to perform the work as specified under Brief Description of work. The evaluation will consider overall experience. 5. Submission Requirements: Firms submitt ing responses shall provide information in a matrix format on the most recent, up to five projects, that prove you can meet the qualification criteria listed above, with contract number, project location, description of work requirements, contact and phone number for each effort. Firms should also indicate all applicable personnel and sub-contractors proposed to work on the contract. Proof of Small Business Administration (SBA) registration 8(a) and HubZone Small Business shall be provided with this respons e. Firms responding to this sources sought announcement, who fail to provide ALL of the required information requested, will not be used to assist the Government in the acquisition decision, which is the intent of this sources sought announcement.
