- This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov/ and the Navy Electronic Commerce on Line (NECO) site located at http://www.neco.navy.mil. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by the NSWC Division Crane. This combined synopsis/solicitation is being issued pursuant to the procedures at FAR 12.6 and FAR 13.5. This is a Brand Name or Equal procurement for Instaknow ACE Software Suite Multi-solution Perpetual Licenses Brand Name or Equal. Delivery of the software and license key is required within 1 week after contract award. Contractors must be registered with the Central Contractor Registration. The Government will evaluate past performance and price for selection. Past performance is more important than price. Note: Failure to meet past performance subfactor a. Proof of approval in Department of Navy Application & Database Management System (DADMS) will disqualify offerors. Solicitation number N00164-07-R-8211 is hereby issued as an attachment hereto. All changes to the requirement that occur prior to the closing date will be posted to the Crane website http://www.crane.navy.mil/supply/homepage.htm, FedBizOpps, and NECO. It is the responsibility of interested vendors t o monitor the Crane web site, FedbizOpps , and/or NECO for amendments that may be issued to this solicitation. For changes made after the closing date, only those offerors that provide a proposal will be provided any changes/amendments and considered for future discussions and/or award. ?No hard copies of the solicitation will be mailed?.
