- NAICS Code: 541990 Modification #2 RFQ-OH-07-00149 Technical Questions and Answers Question #1. Approx how many pages shall be submitted for the Technical Approach and is there a specific format? Answer: Technical submissions shall be limited to a total of 10 single spaced, typed pages including content pages and supporting appendices. Resumes, not to exceed one page per person, are not included in this page limitation. Paper size shall be 8.5 x 11. Pages shall have a one inch margin on all sides. Type shall not be smaller than 11 point times new roman font, or similar, for text and 9 point for tables. An offeror shall address how they will complete each task, with special attention directed to Task 3. Question #2. We do not possess GIS capability in-house. Is it acceptable to purchase local services needed for the spatial data analysis? Answer: This is a business decision your company will have to make concerning this requirement, (ie: subcontracting, etc). Question #3. To provide examples of our work, is it acceptable to send links or email address? Answer: In the past performance criteria it specifically states: "The name, phone number, and e-mail address for the customer's primary technical contact point (project officer) shall be provided". So links are not needed, only email addresses of the point of contacts. Question # 4. Approx how many labor hours will be needed for this requirement? Can we add anything for supplies and overhead? Can we purchase any part-time staff services if needed? What is a reasonable price range for work of this type? Is there a limit on PO amounts that would affect this project? Answer: In the Fed Biz Opps announcement it specifically states: "The EPA estimates 420 labor hours will be needed to complete this requirement. In the EPA's estimates it is assumed that ODC's shall include: mailing, photocopies, FAX, phone calls, computer access, and travel. It is a business decision that an offeror will have to make concerning part-time staff. The EPA cannot release its estimated price range and Question #5. Besides the SF-18, technical approach plan, and access to samples of work products, is there anything else we need to submit? Answer: As identified in the technical evaluation criteria, qualifications of personnel need to be addressed, including background/resumes. A price proposal also shall be submitted detailing the firm fixed price amount. Question #6. We have MS Word 2003. Will we need any additional software to handle the data tasks? If so, what do you suggest? Answer: The type of programs needed shall be ArcGIS or ArcView, or other GIS software packages that are compatible with those two. The EPA is currently using Excel and/or Access to organize the data sets. Question #7. Can we get examples of the spreadsheets being used to transfer data? Answer: The existing biomass data set, in Excel format, is available for crops and livestock. Please request this spreadsheet via email, if needed. Additionally, forest biomass is currently being estimated. The crop tab shows the biomass calculation for crops, the livestock tab shows the biomass calculation for livestock. The biomass tab calculates for county by year, and Sheet 1 calculates for the San Luis Basin. Question #8. For teleconferences we have telephone capability, but not video. Will videoconferencing be needed? Answer: No, videoconferencing will not be needed, only telephone capability. Question #9. What is the urgency for this requirements deliverable schedule? Answer: The urgency of this deliverable schedule, is based on attending the annual meeting (Sept 2007) as stated in the SOW. This is the reason for the need to get a purchase order awarded by the end of Aug 2007. Quotations are due August 17, 2007 at 4:00 PM (EDT) to Scott A.
