- NASA/GSFC intends to extend the Laboratory for Terrestrial Physics (LTP) Support Services contract, NAS5-02041 for the Hydrospheric and Biospheric Sciences Laboratory (formerly, the LTP) with the Earth Sciences Division. NASA/GSFC intends to purchase the services from Science Systems Applications, Incorporated on a sole source basis to allow for continuation of the contract until the follow-on competitive procurement is awarded. The competitive follow-on acquisition is on-going. The current contract's performance period ends on 12/31/2007, therefore, a six months extension is required through 6/30/2008, which includes two one-month options to allow for continuation of services to meet critical milestones. Science Systems Applications, Incorporated as the current incumbent, is the only responsible source qualified to provide the technical support required due to its current involvement with the LTP contract. The Statutory authority for other than full and open competition is 10 U.S.C.2304(c)(1) Only One Responsible Source. The Government does not intend to acquire a commerical item using FAR Part 12. See note 26. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on August 23, 2007. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
