Description
The National Gallery of Art, Washington, DC is seeking the qualifications and services of architectural/engineering (A/E) firms that specialize in renovation and restoration in architecturally significant structures. The design and support of the projects relate to the Master Facilities Plan (MFP) program. The program currently includes space planning; architectural and structural repairs; mechanical, electrical and plumbing systems repairs and replacement; life safety and security improvements; telecommunication and data systems; associated work to improve compliance with accessibility guidelines; and hazardous materials abatement and removal. Firms should have experience working with museums and/or large cultural institutions including special expertise with modern laboratory and art conservation spaces and collections support functions. The project planned is the design effort for construction under the MFP for Work Area No. 4. This Work Area is defined as the northeast quadrant of the West Building, from the ground floor through the attic area. The exterior space located at the northeast corner of the West Building will also be included. Space planning and complete architectural design will address functions such as conservation laboratories, imaging and visual service functions, registrar functions and various office functions. Design firms must be capable of applying innovations for systems including fire protection and smoke control. All designs are to be closely coordinated with the engineering systems requirements of the building and special requirements of the laboratories. The estimated construction cost is more that $10 million. An IDIQ contract containing labor hour rates (work to be issued under firm fixed price task orders) with a base period and four options periods contract is contemplated. Estimated contract award date is November 1, 2007. The North American Industry Classification System Code is 541310 and the small business size standard classification is $4.5million. Area of consideration: This is a full and open competition. Selection Criteria: in order of importance: 1. Specialized experience and technical competence of design team firm(s), including sub-consultants, conducting similar work for the restoration, renovation and/or repair of museums, historic structures, and/or architecturally significant structures.; 2. Proven ability of the A/E project team to design and implement phased renovation work in occupied spaces where existing programs and public visitation are maintained; 3. Relevant experience of key project personnel and proposed sub-consultants in project management and working as an integrated team: 4. Proven ability of the A/E project team(s) to accomplish work within the specified time and cost constraints and to produce comprehensive, coordinated construction documents that are suitable for competitive bidding, resulting in a minimum number and value of change orders from errors and omissions; 5. Past performance ratings from clients for related work performed within the last five years. Include valid names, addresses, and phone numbers for at least five clients. The clients will be contacted during the evaluation process; 6. Location in proximity to the National Gallery of Art, within the Baltimore-Washington Metropolitan area. Experience and Past Performance: Provide the following information on at least three past projects within the last five years. Include projects of similar scope and nature. Include work in occupied museum, cultural institutions, and/or architecturally significant structures. Include projects where the project required similar technical expertise as outlined above and also the discretion to sensitively deal with every architectural detail as well as the discretion to respect the high public profiles of both the building and the owner. For each project cited, provide the information: 1. Owner's name, address, telephone number, and contact person. 2. Other consultants or firms associated with project and relationship to your firm. 3. Description of project, project title, contract number. 4. Explanation of how the referenced work was similar in size, scope, and/or complexity to the work described in this solicitation. 5. Individual experience and resumes for key personnel on project team. Indicate extent of project involvement to demonstrate that the individuals proposed possess the relevant experience and will be available for this work. 6. Original and actual completion dates, and explanation of any time extensions. 7. Project budget or design fee as applicable. The completed SF 330 will be evaluated by a NGA A-E Evaluation Board, which will select the most highly qualified firms in order of preference to proceed to the next phase.
