- This is a sources sought notice to assist NIST in completing market research for a procurement that will be initiated in the near future. No solicitation is currently available, and no unsolicited proposals will be entertained as a result of this sources sought notice. Background: The Hollings Manufacturing Extension Partnership (MEP) program at the U.S. Department of Commerce's National Institute of Standards and Technology (NIST) in Gaithersburg, Maryland is a nationwide network of resources transforming manufacturers to compete globally, supporting greater supply chain integration, and providing access to technology for improved productivity. MEP centers work directly with small manufacturers to provide expertise and services tailored to their most critical needs, which range from process improvements and worker training to business practices and applications of new technology. Solutions are offered through a combination of direct assistance from center staff and outside consultants. The MEP system of centers and field offices in all fifty states and Puerto Rico is funded by federal, state, local and private resources to provide these services to manufacturers. The Program Development Office of MEP is researching, developing and testing new technology transfer and technology transition methodologies, which will be utilized to implement new service offerings delivered through, and in partnership with, the national network of MEP Centers to small and medium size manufacturers. The goal of this effort is to implement new processes for improving the rate of success of technology transfer from Federal research laboratories and research universities, new methods for transitioning those technologies into new process applications and efficiently produced products by small manufacturers, and new mechanisms for connecting identified technology needs of small manufacturers to technology sources that can provide solutions to those needs. Information that NIST Seeks: NIST seeks information from potential sources with experience and current expertise in the following areas: 1) Identifying technologies within Federal research laboratories and research universities with commercial potential; 2) The translation of those technologies into product concepts and new process applications with projected market potential; 3) Innovative mechanisms for connecting those new technology based opportunities with small manufacturers; 4) Mechanisms for systemically identifying the technology needs of small manufacturers (both individual and aggregated); 5) Connecting those identified needs to technology sources that can provide solutions to those technology based needs; 6) Knowledge of manufacturing extension programs and their relationships to state and Federal technology transfer and commercialization programs; and 7) integrating and managing the infrastructure required to achieve more effective connectivity between the technology needs of small manufacturers and new technology sources. Sources that currently possess such capabilities and have prior experience providing services using this expertise are encouraged to respond to this notice and provide the following information by email to jill.johnson@nist.gov no later than August 27, 2007: 1. Narrative providing evidence of expertise in the above areas. The narrative should include descriptions of similar projects worked on by your organization as a prime contractor or as a significant subcontractor within the past five (5) years, including: (a) dollar amount of the contract; (b) detailed description of the technical AND schedule requirements of that project; (c) a copy of sample reports completed under that project (if releasable to NIST); (d) contract type used on that project (e.g., firm-fixed-price, labor-hour, time-and-materials, cost-plus-fixed-fee, cost-plus-award-fee, cost-plus-incentive-fee, etc.); (e) indication of how long the project took/will take to complete from start to finish, and (f) name, address, point of contact, phone number and email address at customer organization for which the work was/is being done. 2. Current socioeconomic status of your organization as it relates to North American Industrial Classification System (NAICS) code 813920, Professional Organizations (see NAICS table at http://www.sba.gov/idc/groups/public/documents/sba_homepage/serv_sstd_tablepdf.pdf); also, indicate whether your company is currently certified as an SBA 8(a) small business, an SBA-certified HUBZone small business or a service-disabled veteran-owned small business for the aforementioned NAICS code. 3. Indication of whether your organization has its own General Services Administration (GSA) Mission Oriented Business Integrated Services (MOBIS) Schedule 874 contract and, if so, what the contract number is for that contract. 4. Indication of whether your company currently has an active registration in the Central Contractor Registration at www.ccr.gov.
